Article 2 of the Convention. The Government states in its report for the period ending June 1999 that section 81 of Act No. 24.013 (the National Employment Law) requires the Ministry of Labour and Social Security (MTSS) to establish programmes periodically. The unit for persons with disabilities and vulnerable groups, established under the MTSS for this purpose, has implemented various programmes which the Government describes. The Committee notes this information and would appreciate receiving details on the number of participants who have obtained lasting employment as a result of these programmes, as requested in the report form under Part V. It also requests the Government to clarify whether the unit for persons with disabilities and vulnerable groups consults with representative organizations of employers, workers and disabled persons, in accordance with Article 5 of the Convention.
Article 8. In reply to previous comments, the Government explains that programmes for persons with disabilities are developed and applied at the national level, and therefore no special programmes exist for rural areas. The Committee notes this information and would be grateful if the Government would indicate how it ensures that the national-level programmes adequately address the needs of people with disabilities living in rural communities.
