Articles 1–3 of the Convention. Contribution of the employment service to employment promotion. The Committee notes with interest the information provided by the Government regarding the measures taken by the Tanzania Employment Services Agency (TaESA) during the reporting period to achieve the best possible organization of the labour market. These include: (i) measures taken to strengthen TaESA’s zonal offices to facilitate access to employment services in all 26 regions of the Tanzania Mainland; (ii) the establishment of an online Employment Services Delivery system, which provides job-matching services for registered Tanzanian jobseekers and employers, thereby facilitating access to employment opportunities; and the establishment and implementation of workplace-based skills development programmes initiated in 2018, which include internships for new graduates, internships and recognition of prior learning. In addition, the Government reports that a Special Desk was established in 2022 to facilitate access to employment services for persons with disabilities. The Committee requests the Government to provide detailed updated information on the content, scope and impact of the measures taken to promote full, productive employment and decent work, including statistical data disaggregated by sex and age, with regard to the number of persons placed in employment through these services.It further requests the Government to continue to provide information on the measures adopted by the Tanzania Employment Services Agency (TaESA) to promote the optimal organization and functioning of the labour market for the achievement and maintenance of full employment and the development and optimal use of productive resources.
Articles 4 and 5. Cooperation of the social partners. The Committee notes the information provided by the Government with respect to cooperation with the social partners in the organization and operation of the TaESA. The Government reports that the ILO project “Better Management of Regional Migration” (BMRM) has supported TaESA, the Association of Tanzanian Employers (ATE) and the Trade Union Congress of Tanzania (TUCTA) through capacity building trainings related to ILO conventions, labour migration and the management and protection of migrants. The Government also refers to trainings organized by the social partners and attended by TaESA, such as a training organized by ATE to enhance understanding among employers of the importance of work-based training and trainings on labour migration organized by TUCTA in collaboration with the ILO. The Government adds that ATE provides internships for jobseekers registered with TaESA. The Committee requests the Government to continue to provide updated information on the cooperation and collaboration between the Tanzania Employment Services Agency (TaESA) and the social partners in the organization and operation of the TaESA, particularly on the impact of such cooperation.
Articles 7 and 8. Specific groups of workers. The Committee notes the information provided by the Government with respect to the activities of the Persons with Disability Unit of the Prime Minister’s Office of Labour, Youth and Persons with Disabilities, which has collaborated with the social partners to provide capacity building on disability issues. The Government adds that the workplace-based skills development programmes initiated by TaESA are inclusive of young persons and persons with disabilities, who participate in internships, apprenticeships, recognition of prior learning and entrepreneurship skills programmes. The Committee invites the Government to provide updated information on the activities of the Prime Minister’s Office, including the Special Desk for Persons with Disabilities, particularly with respect to the nature, scope and impact of their activities in facilitating access of persons with disabilities to employment services. The Committee requests the Government to provide detailed updated information, including statistical data disaggregated by sex and age on the nature, scope and impact of services provided and measures taken or envisaged to adequately meet the employment needs of young persons and persons with disabilities.
Article 11. Cooperation between the public employment service and private employment agencies. The Government refers to the development and adoption of the National Employment Promotion Services (Private Employment Promotion Agency) Regulations of 2014, which play an important role in managing and coordinating cross border and local placement services. The Government indicates that TaESA is collaborating closely with private employment agencies in the country to ensure the implementation of the 2014 Regulations. It also refers to the Development of National Employment Services Guidelines of 2022, which sets out the employment services standards that, should be observed when connecting Tanzanians to employment opportunities abroad. The Government indicates that it involved private employment agencies in the development of the Guidelines, expressing the view that they are important tool for stakeholders, particularly for private employment agencies that are involved in cross border placement services. The Government adds that training was provided to private employment agencies on employment services, including cross-border placement services and the use of the Online Employment Services Delivery system. Lastly, the Committee notes that the Government also involved private employment agencies in the drafting of different bilateral agreements on labour mobility. The Committee requests the Government to provide updated information on the nature and scope of measures taken or envisaged to ensure continued cooperation between the TaESA and private employment agencies, including those engaged in cross-border placement.
Application of the Convention. The Committee welcomes the information provided by the Government indicating that the Convention is currently applied throughout the entire territory of the United Republic of Tanzania. The Government adds that consultation has been ongoing with the Government of Zanzibar on different matters regarding the implementation of the Convention, through meetings and sharing of knowledge and experiences. The Committee requests the Government to continue to provide updated information regarding the measures taken to extend the application of the Convention throughout the country.
