The Committee notes the Government’s report received by the ILO on 18 August 2010.
Article 6(2)(a) of the Convention. Conciliation and mediation. The Committee notes the Government’s reply to the comments made by the General Workers’ Union (UGT) in 2005.
Article 6(1) and (2)(a) and (b). Measures to address the crisis. The Committee notes that the study on «employment, collective bargaining and protection of employment in Portugal» commissioned by the Minister of Labour and Social Solidarity, analyses the effects of the recent economic and financial crisis on the increase in the unemployment rate, undeclared work, youth employment and the situation of households with dependent children and emphasizes the importance of employment and the promotion of employability as fundamental priorities for social protection policies. The Committee requests the Government to provide information on the measures adopted by the labour administration in relation to the conclusions of this study and their impact.
Article 10. Conditions of service of the staff of the labour administration system. The Committee notes that, in the context of the austerity measures adopted in 2010 in view of the recent economic and financial crisis, the Government ordered a wage freeze in the public sector until 2014. The Committee would be grateful if the Government would indicate whether these measures have had an impact on the status of the staff of the labour administration system, and on the material means and financial resources necessary for the effective performance of their duties (Article 10(2)).
