Labour Statistics Convention, 1985 (No. 160) - Ukraine (RATIFICATION: 1991)

CMNT_TITLE

Articles 7 and 8 of the Convention. Employment, unemployment and underemployment statistics. Statistics of the structure and distribution of the economically active population. The Committee notes the information provided by the Government in reply to its previous comments. It notes that the ILO Department of Statistics continues to receive statistics on the labour force, employment, unemployment, and time-related underemployment, from the State Statistics Service of Ukraine through the ILO’s annual questionnaire on labour statistics. The most recent data available is from 2019. The Committee notes that data on the economically active population derived from population censuses are not compiled and collected regularly. The Government indicates that the 2001 Population Census was the last census conducted. The next census will be carried out in 2020, pursuant to Decree No. 581-r on the carrying out of an All-Ukrainian, issued by the Cabinet of Ministers on 9 April 2008. No new information has been provided in the Government’s report with respect to Article 8 of the Convention. The Committee requests that the Government supply data and information on plans for conducting the 2020 population census and its results. It also reiterates its request that the Government provide information on any developments in relation to the implementation of the resolution concerning statistics of work, employment and labour underutilization (resolution I), adopted by the 19th International Conference of Labour Statisticians (October 2013).

Article 9. Current statistics of average earnings and hours of work. Statistics of time rates of wages and normal hours of work. The Government reports that current statistics on average earnings and the average number of hours of work are provided on a monthly basis by State statistical monitoring in the form of the Survey of enterprises labour statistics. The Survey is a sample and covers enterprises, institutions and organizations with more than ten employees. The Committee notes that statistics on average monthly earnings from the Survey of enterprises on labour statistics and weekly hours actually worked from the Labour Force Survey are regularly transmitted to the Department of Statistics for dissemination on ILOSTAT. The latest data refer to 2019 and are available by economic activity, for both men and women combined as well as separately. The Committee notes the information provided in the Government’s report on the hourly salaries of full-time workers for different types of economic activities for all employment categories for the period 2017–2018 and the average monthly salary of workers by profession and professional group (the latest issue of which is from 2016). The Committee notes that the Government has not provided statistics on time rates of wages and normal hours of work in respect of Article 9; however, given the Government’s reference to hourly rates of pay, it is assumed that time rates of wages are in fact being collected. The Committee once again requests that the Government provide additional information on the methods of data collection and recent statistics on time rates of wages and normal hours of work (Article 9(2)), in conformity with Articles 5 and 6. It also once again requests that the Government indicate whether it envisages taking steps to carry out a survey to collect time rates of wages and normal hours of work covering important occupations or groups of occupations in important branches of economic activity as contemplated under Article 9(2).

Article 16. Acceptance of obligations. The Committee notes that the Government regularly communicates to the ILO Department of Statistics information concerning the topics covered by Articles 11–15 of the Convention, despite its not having accepted Part II of the Convention (Article 16(4)). The Committee once again invites the Government to consider the possibility of accepting the obligations under Articles 11–15, in accordance with Article 16(3). The Committee invites the Government to continue to provide updated information and statistics referred to under Articles 11–15 of the Convention.

Articles 7 and 8 of the Convention. Employment, unemployment and underemployment statistics. Statistics of the structure and distribution of the economically active population. The Committee notes the information provided by the Government in reply to its previous comments and notes that the ILO Department of Statistics receives statistics on the labour force, employment, unemployment, and time-related underemployment, from the State Statistics Service of Ukraine via the ILO’s annual questionnaire on labour statistics. Statistics submitted are derived from the Sample Survey of the Population (households) on Economic Activity. The Committee further notes that no new information has been provided in the Government’s report with respect to Article 8 of the Convention. According to information available to the ILO Department of Statistics, data on the economically active population derived from population censuses are regularly compiled and collected. No data from the 2012 population census has been provided to the ILO, and the most recent data supplied pertain to 2001. The Committee requests that the Government supply data and information on the 2012 population census and its results, as well on any plans for conducting the next round of the population census. It also requests the Government to provide information on any developments in relation to the implementation of the Resolution concerning statistics of work, employment and labour underutilization (Resolution I), adopted by the 19th International Conference of Labour Statisticians (October 2013).

Article 9. Current statistics of average earnings and hours of work. Statistics of time rates of wages and normal hours of works. The Committee notes that no new information was provided in the Government’s report with respect to Article 9(1). According to the information available to the ILO Department of Statistics, current statistics on average monthly earnings and monthly hours of work (hours actually worked and usually worked) continue to be compiled from the labour survey – Sample Survey of the Population (households) on Economic Activity. With respect to Article 9(2), the Government indicates that information on hourly wages of regular workers by type of economic activity for all job categories for 2010–14 is attached to its report. The Committee notes however that the attachment was not received. The Committee requests that the Government provide additional information on the methods of data collection and recent statistics on time rates of wages and normal hours of work (Article 9(2)), in conformity with Articles 5 and 6. It also once again requests that the Government indicate whether it envisages taking steps to carry out a survey to collect time rates of wages and normal hours of work covering important occupations or groups of occupations in important branches of economic activity. The Government is also requested to continue to provide updated information on current statistics on average earning and hours of work (Article 9(1)).

Article 16. Acceptance of obligations. The Committee notes the information concerning subjects covered by Part II of the Convention in respect of which the Government has not accepted the obligations of the Convention (Article 16(4)). In this regard, the Committee notes with interest the information provided on the application of Articles 11–15. Referring to its previous comments, the Committee invites the Government to consider the possibility of accepting the obligations under Articles 11–15, in accordance with Article 16(3). The Committee invites the Government to provide information in this regard. It also invites the Government to continue to provide updated information and statistics referred to under Articles 11–15 of the Convention.

Article 9(2) of the Convention. Compilation of statistics on time rates of wages and normal hours of work. The Committee notes that the information provided by the Government does not reply to its previous comments. The Committee once again requests the Government to indicate whether it envisages steps to carry out a survey collecting time rates of wages and normal hours of work covering important occupations or groups of occupations in important branches of economic activity.

The Committee draws the attention of the Government to Resolution I[1] concerning the measurement of working time adopted by the 18th International Conference of Labour Statistics in November–December 2008, which defines new concepts and measures in this area of statistics.

Article 16. Acceptance of obligations. The Committee notes the information supplied on Articles 11, 12, 13, 14 and 15 under Article 16. The Committee once again invites the Government to consider the possibility of accepting the obligations deriving from these Articles.

Part V of the report form. The Committee once again requests the Government to indicate the representatives of employers and workers to which copies of any reports on the application of the Convention have been sent in accordance with article 23, paragraph 2, of the ILO Constitution. Please indicate whether the reports have given rise to any comments from such organizations.

CMNT_TITLE

The Committee refers the Government to its observation and requests it to provide additional information on the following points.

Article 8 of the Convention. The Government is asked to provide data relating to the 2001 population census.

Article 9, paragraph 2. The Committee requests the Government to indicate whether a survey is planned in order to compile statistics of average earnings and hours of work covering all important categories of employees or occupational groups in important branches of economic activity.

Article 10. The Committee requests the Government to keep the International Labour Office informed of any developments in statistical sampling relating to wage structure and distribution.

Article 16, paragraph 4. Further to its previous comments, the Committee would be grateful if the Government would continue to provide information on any developments concerning statistics of labour costs (Article 11). It again invites the Government to consider the possibility of accepting the obligations deriving from this Article and Articles 12, 13, 14 and 15.

Part V of the report form. Please indicate the representative organizations of employers and workers to which copies of any reports on the application of the Convention have been sent in accordance with article 23(2) of the ILO Constitution. Please indicate whether the reports have given rise to any comments from such organizations.

CMNT_TITLE

The Committee notes the Government’s report for the period ending in May 2005 and the replies to its previous comments. It notes with satisfaction that full effect is now given to Article 8, a census of the entire population having been carried out in 2001.

The Committee is addressing a request concerning other matters directly to the Government.

CMNT_TITLE

Further to its previous comment, the Committee notes the Government’s report and the information provided on Article 7. The Committee asks the Government to supply further information on the following points:

Article 8 of the Convention.  The Committee notes that this Article can now be considered as partially applied in view of the labour force survey which reflects in the most comprehensive way the structure and distribution of the economically active population. The Committee asks the Government to continue to provide information on any further developments in a global population and household census which will be held.

Article 9.  The Committee notes with interest that statistics of average monthly earnings and hours of work, classified by economic activity and region, and each quarter by sex, are compiled and published each month, and that statistics of average wage rates and normal hours of work, by economic activity and region, are compiled quarterly. It also notes the Government’s indication that it envisages extending the coverage of the annual survey on occupational wages and hours of work to other branches of economic activity as from 2001. The Committee asks the Government to continue to provide information on the further development of this survey, and regularly to communicate its annual publications to the ILO as soon as practicable, in accordance with Article 5.

With reference to Article 2, the Committee notes the lack of compatibility which exists between the national industrial classification and the international ones (either NACE, Rev.1 or ISIC, Rev.3). It asks the Government to indicate which steps are being taken to adapt the Common Classifier of the National Economy Industries of Ukraine to NACE, Rev.1, as announced in the previous report.

Article 10.  The Committee notes with interest that the requirements of this Article appear to be fulfilled through the compilation of quarterly statistics on the structure of earnings and hours of work and on the distribution of employees by levels of earnings and hours of work. The data are classified by economic activity, region and sex. The Committee also notes that extending this type of reporting system is envisaged as from 2002. It asks the Government to continue to provide information on further development of the reporting system on statistics of wage structure and distribution, as well as on the future Structure of Earnings Survey which is expected to be carried out under the TACIS project.

Article 16, paragraph 4.  The Committee notes the information supplied in respect of Articles 11 to 15, under which obligations have not been accepted. The Committee is making the following remarks on these Articles with the purpose of clarifying the extent to which effect is already given to them. Concerning Article 11, the Committee notes that a first pilot survey on labour cost was carried out in 1996, and that its results were published in the statistical bulletin of GOSKOMSTAT. It also notes that GOSKOMSTAT is taking steps to improve the labour cost survey and extend it to other branches of economic activity. The Committee asks the Government to supply information on any further developments in this regard. In relation to Article 12, the Committee notes that the consumer price indices were introduced in 1991. It encourages the Government to send the relevant information on its statistics as specified under Articles 2, 3, 5 and 6. Regarding Article 13, the Committee notes that a new household income and expenditure survey was conducted in 1999. It asks the Government to send the relevant information on this survey as specified under Articles 2, 3, 5 and 6. Respecting Articles 14 and 15, the Committee notes that, according to the information provided in the report, as well as that available at the ILO, statistics not only of occupational injuries and of occupational diseases, but also of strikes, are apparently compiled and published generally in accordance with the requirements. The Committee encourages the Government to consider accepting the obligations of these Articles.

CMNT_TITLE

The Committee notes the Government's second report and in particular the information supplied in reply to its previous comments. It requests the Government to provide additional information on the following points.

Article 3 of the Convention. The Committee again requests the Government to indicate, for each of Articles 7 to 10, the manner in which the representative organizations of employers and workers are consulted when the concepts, definitions and methodology used are designed or revised.

Article 7. The Committee would draw the Government's attention to the obligations under Articles 5 and 6 to communicate to the ILO the published statistics and the methodological information, for instance, with respect to the 1995 labour force survey, as well as to data on paid employment derived from an establishment survey.

Article 8. Recalling that, although population censuses have been conducted, data have not been broken down between employment and unemployment, the Committee again asks the Government to provide information on the measures taken to compile statistics covered by this Article, as well as on any plan of a new census.

Article 9. The Committee notes that a pilot survey on occupational wages was carried out in selected enterprises and industries in October 1995, and asks the Government to continue to provide information on further development of this survey. It also requests it to indicate whether it is envisaged to compile statistics of time rates of wages and normal hours of work (in accordance with paragraph 2) within the framework of the survey of occupational wages or any other reporting system

Article 10. The Committee notes that statistical data are compiled in compliance with the minimum requirements under this Article, and requests the Government to indicate any steps envisaged to improve the level of details in conformity with Paragraph 5 of Recommendation No. 170, in accordance with Article 2.

Article 16(4). The Committee notes the information supplied in respect of Articles 11 to 15. It notes with interest that, although obligations under these Articles have not been formally accepted, some of their requirements are already fulfilled. The Committee hopes that the Government will continue to supply any statistics compiled on the subjects covered by them, as well as particulars of their sources, methodology and publication. It is for the purpose of clarifying the extent to which effect is already given to them, that the Committee is making the following remarks on some of these Articles:

Article 11. The Committee notes with interest that implementation of this Article is under way with the conduct of a first pilot labour cost sample survey in 1995. It asks the Government to supply information on the results of this pilot survey and any further developments in this area.

Articles 14 and 15. The Committee notes with interest that statistics of occupational injuries, and of strikes and lockouts seem to be collected and available. It therefore draws the Government's attention to the requirements under Articles 2, 3, 5 and 6 regarding such statistics, with a view to possibly accepting Articles 14 and 15 in accordance with Article 16(3). Furthermore, consideration could be given to a more complete industrial classification of the statistics (e.g. using the recently revised ISIC classification).

CMNT_TITLE

The Committee notes the Government's first report and requests the Government to supply further information on the following points.

Point I of the report form. The Committee requests the Government to provide a list of laws and regulations that apply the provisions of the Convention, as well as copies, if they have not been sent to the ILO.

Article 2 of the Convention. The Committee requests the Government to indicate, for each of Articles 7 to 10 whether the latest ILO standards and guidelines (such as the resolutions adopted by the International Conference of Labour Statisticians and international standard classifications) have been followed, in particular, regarding the conduct of the labour force survey and population censuses.

Article 3. The Committee requests the Government to indicate, for each of Articles 7 to 10, the manner in which the representative organizations of employers and workers are consulted when the concepts, definitions and methodology used are designed or revised.

Article 7. The Committee notes that the implementation of the labour force survey will permit the compilation of current statistics of the economically active population, employment, unemployment and visible underemployment in accordance with this Article. It asks the Government to supply information on the progress made in this regard.

Article 8. The Committee notes that, although population censuses have been conducted, data have not been broken down between employment and unemployment. It asks the Government to indicate the measures taken to compile statistics covered by this Article.

Article 9(2). The Government requests the Government to state the measures taken to compile statistics of time rates of wages.

Article 10. The Committee requests the Government to state whether statistics on the distribution of employees according to levels of earnings and hours of work have been compiled and, if not, to indicate the measures taken to compile such statistics.

Article 16(4). The Committee would be grateful to the Government if it would continue to supply information on statistics covered by Articles 11 to 15, and in particular to communicate to the ILO any available statistics on the subjects, as well as particulars of their sources, methodology and publication.
