CMNT_TITLE

Application in practice. The Committee notes the Government’s report on the various vocational guidance and vocational training schemes, including the statistical, legal and budgetary data contained therein. The Committee notes, in particular, the important vocational training and apprenticeship reform provided for by Act No. 2018-771 of 5 September 2018 on the freedom to choose one’s future employment. The Committee notes with interest the Skills Investment Plan (PIC), which aims to combat the exclusion of vulnerable groups from the labour market. The Plan has already produced encouraging results with regard to the number of jobseekers entering training, and the labour market integration rate of persons having received training. In addition, the Committee notes the cooperation with the social partners in vocational training, particularly through France Compétences, and the possibility offered to occupational sectors to sign Employment and Skills Development Commitments (EDEC). The Government indicates that EDECs are collective agreements signed between the French State and the occupational sectors, with a view to better anticipating economic changes affecting jobs and skills. Regarding the implementation of policies and programmes of vocational guidance and vocational training during the COVID-19 pandemic, the Government reports on the measures taken in accordance with the Convention in response to the COVID-19 pandemic. The Committee notes, in particular, the Collective Transitions (TRANSCO) scheme, introduced in January 2021, to address restructuring due to the COVID-19 crisis. The Government indicates that this scheme is intended to promote occupational mobility, particularly between sectors, and to encourage local-level retraining. The Government also reports on the Apprenticeship for Promotion and Retraining (ProA) scheme, the Occupational Transition Projects (PTP) led by occupational transition organizations (AT PRO), and the National Employment fund for Training (FNE-Formation), a scheme to train employees forced into part-time work or part-time work for extended lengths of time, or employed in an enterprise that is struggling, undergoing change and/or resuming its activities. The Committee requests the Government to continue providing detailed and updated information on the measures taken with regard to vocational guidance and vocational training. It also invites the Government to provide detailed statistics, including statistics disaggregated by age and by sex, on the beneficiaries of the various measures.

Application in practice. The Committee notes the Government’s detailed report, including the statistical data that it contains, particularly in the Annex to the Finance Bill for 2017. The Committee also notes the detailed description of the vocational training and guidance measures, and particularly the contract for the regional plan for the development of vocational training and guidance, which will reinforce action for the provision of training at the local level, and the recovery plan, which will also promote apprenticeship, and the conditions under which it is carried out. The Committee invites the Government to continue providing data illustrating the results achieved by the policies, programmes and measures adopted to give effect to the provisions of the Convention. In particular, the Committee invites the Government to provide information on the results and impact of the Major Investment Plan 2017–22. The Committee also invites the Government to indicate the role and impact of the social partners in the formulation and implementation of vocational training programmes (Article 5 of the Convention).

The Committee notes the indications in the Government’s report, received in September 2013, concerning the regional planning contract for the development of vocational training, the implementation of the inter-occupational national agreement and Act No. 2009-1437 of November 2009 concerning the provision of reception, information and guidance relating to occupations and training. The Committee also notes that various reception and guidance mechanisms established by the “Pôle Emploi” (French employment agency) and its partners. The Government indicates that, in the context of modernization of the vocational training system, facilitating the public provision of training is an operational must. The Committee recalls that Convention No. 142, as complemented by the Human Resources Development Recommendation, 2004 (No. 195), is part of the context of the attainment of full employment and decent work and of the realization of the right to education for all (see General Survey concerning employment instruments, 2010, page 47). The Committee invites the Government to include in its next report extracts from reports, studies, inquiries or statistical data allowing an examination of the results achieved by the policies, programmes and measures adopted to give effect to the Convention (Part V of the report form).

Part IV of the report form. The Committee notes the Government’s report provided in September 2008, which contains only an outline of the reform of the organization of the public employment service. It refers to its 2008 observation on the application of Convention No. 122 and invites the Government to communicate any extracts from reports, studies, inquiries or statistical data which will allow an examination of the results achieved by the policies, programmes and measures adopted to give effect to Convention No. 142.
