CASE_NUMBER 2453 (Iraq) - COMPLAINT_DATE: 24-OKT-05The International Confederation of Free Trade Unions (ICFTU) and the International Confederation of Arab Trade Unions (ICATU) The complainant organizations allege that the authorities have adopted a Decree (No. 875) which gives the Government control over the finances of existing trade unions and revokes previous arrangements that allowed them to operate without undue interference and harassment from the State and had legitimized free trade unionism for the first time since the 1970s. The Government kept in place the previous laws banning trade unions in local and national governments, and failed to implement the labour law that has been developed in consultation with trade unions and the ILO. Reference is also made to an incident of interference in trade union affairs, when the police raided the office of the General Federation of Iraqi Trade Unions (GFTU) and arrested its president, and to acts of interference concerning trade union elections
