Article 1 of the Convention. Contribution of the employment service to employment promotion. The Government indicates that the National Employment and Self-employment Agency (ANETI) works to meet the labour needs of enterprises by placing jobseekers and by organizing employment promotion programmes and additional training sessions. The Government adds that the ANETI strives to integrate jobseekers by offering them job-related training and retraining and personalized support in developing and implementing their career plans. Regarding the number of existing public employment offices, the Government indicates that the ANETI now has a network of 111 employment and self-employment offices (BETI), compared with 83 offices in 2015. In 2021, 108,135 persons were registered as active jobseekers with BETI, including 62,301 women. The same year, the ANETI received 25,475 vacancies and made a total of 36,365 placements, including 29,366 placements following an internship. The Committee refers to its comments on the Employment Policy Convention, 1964 (No. 122), and requests the Government to continue to provide updated information on the manner in which the public employment service contributes to the best possible organization of the employment market, to full employment and to the use of productive resources. The Committee also requests the Government to continue to provide information on the number of public employment offices, applications for employment received, vacancies notified and placements made by the public employment service.
Articles 4 and 5. Participation of the social partners. The Government indicates that the National Social Dialogue Council established by Act No. 2017-54 of 24 July 2017 is the institutional framework for tripartite dialogue on social and economic matters of common interest, including employment, vocational training and social protection matters. In this respect, the Government indicates that the national employment strategy is based on a participatory tripartite approach involving all the stakeholders at all stages: design, implementation, monitoring and evaluation. The Government adds that the representative organizations of employers and workers are now members of the ANETI councils. In addition, since the adoption of Government Decree No. 2019-802 of 15 August 2019, every vocational training establishment includes a tripartite partnership council, responsible for determining appropriate training methods and any necessary updates to the programme content, in line with the needs of the labour market. The Committee requests the Government to continue to provide updated and detailed information on the manner in which employers’ and workers’ organizations are consulted on the organization and operation of the employment service and in the development of employment service policy.
