The Government states in its report that it has taken due note of the Committee's comments concerning Article 1 of the Convention, but that the practice of collective bargaining is almost inexistent despite the explicit provisions in the Labour Code and the fact that the Ministry has continually advised the social partners to try out the bargaining system.

The Committee however once again requests the Government to indicate in its next report the specific legislative measures which have been taken or are envisaged to ensure that workers, including agricultural workers, enjoy adequate protection against all acts of anti-union discrimination both at the time of taking up employment and during the employment relationship, accompanied by sufficiently effective and dissuasive sanctions, and to promote the development of the voluntary negotiation of collective agreements as a means of determining terms and conditions of employment.
It would also be grateful if the Government would continue to supply information on the collective bargaining policy and the text of any collective agreement that is adopted.
