The Committee notes the information provided in the Government’s detailed report for the period ending August 2001, in particular information provided in response to previous comments. It would appreciate receiving further information on the following points.

Article 3, paragraph 2, and Articles 4 and 5 of the Convention. The Committee notes the information provided firstly on the draft legislation to create a National Employment Agency, which would have branches in each district, and secondly on the draft Law on Employment and Social Protection of the Unemployed, which will establish an institutional framework for specifying the roles of ministries, unions, employers’ organizations, and local authorities. The Committee trusts that this draft legislation will take into account the requirements under Articles 4 and 5 to ensure the cooperation of representatives of employers and workers in the organization and operation of the employment service and in the development of employment service policy, through the establishment of tripartite consultative committees. It would appreciate receiving copies of the legislation after enactment as well as the particulars required by the report form, on the arrangements made to give effect to the abovementioned provisions of the Convention.

Article 7. The Committee notes the Government’s statement that employment offices are not specialized by occupation or industry, due in part to current economic conditions; but the Government will take measures in this respect once economic recovery is under way. The Committee would appreciate being kept informed of any such changes.
