The Committee notes the Government’s report received in December 2008, including some statistical data on training courses organized in 2005, 2006 and 2007. The Committee hopes that, in its next report, the Government will provide further practical information on the application of the Convention and on the measures taken for the operation of open, flexible and complementary systems of general, technical and vocational education (Articles 2 and 4 of the Convention). In this respect, the Government is also requested to include information on the efforts made to achieve more effective coordination between policies and programmes of vocational guidance and vocational training and their link with employment and the public employment service (Article 1(1) to (4) of the Convention).

Article 3, paragraph 1. Appropriate programmes for persons with disabilities.The Committee would appreciate receiving updated information on progress made in making vocational guidance and vocational training services accessible to persons with disabilities.

Article 5. Cooperation with the social partners. The Government indicates in its report that consultations took place in 2006 and 2007 in order to give new life to the Council for Education and Labour (CELA). It further states that the role of the CELA is of great interest considering the present developments in education and the importance of the link between the needs of businesses and education necessary to meet those needs. The Committee asks the Government to include in its next report information on the measures taken with a view to ensuring the cooperation of employers’ and workers’ organizations in the formulation and implementation of vocational guidance and vocational training policies and programmes.
