The Committee takes note of the Government’s report received at the ILO on 18 November 2009, containing a reply to its previous comments, with an attached table relating to short-term statistics (employment index, hours worked index, wages and salaries index).
Article 8 of the Convention. Statistics of the structure and distribution of the economically active population. The Committee encourages the Government to continue to supply data of the population census as soon as available.
Article 9. Statistics of earnings and average hours of work. The Government’s Report indicates that the ESYE conducted a quarterly Survey on the calculation of short-term indicators which includes indices relating to hours of work and wages, inter alia. The Committee notes with interest that Paragraph 1 of this article is now applied and that methodological data and information requested by Article 5 and Article 6 have been made available. The Committee encourages the Government to communicate to the ILO, as soon as practicable, the updated results of the 2006 Survey of Establishments as to earnings covering employees.
Regarding Paragraph 2, the Committee notes that statistics of time rates of wages and normal hours of work by occupation or branch of economic activity are not yet available despite the indication by the Government in its 3rd report that they would be derived from the new Structure of Earnings Survey or the Labour Cost Index. The Committee also requests once again the Government to keep the ILO informed of any future development in the field of statistics of time rates of wages and normal hours of work by occupation or branch of economic activity.
In addition, in relation to the application of Article 9, the Committee draws to the attention of the Government new standards concerning the Measurement of Working Time, adopted by Resolution I, of the 18th International Conference of Labour Statisticians at http://ilo.org/global/What_we_do/Statistics/standards/resolutions /lang--en/docName--WCMS_112455/index.htm, whose larger number of concepts and measures would seem to be better aligned to national practice.
Article 11. Statistics of average labour cost. The Committee notes that according to the Government, the Labour Cost Survey is conducted in accordance with the EU Regulations, and quotes the corresponding legal basis. The Government also communicates various tables certain of which show the Labour Cost Index (index of total labour cost by economic activity). The Committee would appreciate that the Government also communicate to the ILO updated statistics on average labour cost as soon as available.
Article 14. Statistics of occupational injuries. In view of the participation in and adoption of statistical reporting processes developed by the European Commission, the Committee of Experts notes that this Article is substantially applied in accordance with the provisions of Article 1 and Article 2. The Committee notes however that no information is provided by the Government in reply to its previous request as to consultation to be held with workers’ and employers’ representatives with respect to statistics on occupational injuries and diseases or on publication of methodological information by the competent national body. Accordingly, the Committee is bound to ask, once again, the Government to provide information on consultation with employers’ and workers’ representatives under Article 3 as well as details regarding publication of methodological information by the competent national body under Article 6.
Article 15. Statistics of industrial disputes. Referring to its previous comments where it noted the intention of the Government to supply the ILO with methodological information concerning statistics of industrial disputes, the Committee notes that no relevant statistics have been received or made available since 1998. In addition, according to the Government, no comments have been received from the employers’ and workers’ organizations consulted. The Committee draws to the Government’s attention its obligation under Article 15 to regularly collect, compile and publish and to supply to the ILO (in line with Articles 1, 5 and 6) statistics of industrial disputes and related methodological information.
The Committee, therefore, also requests the Government to inform it of the tripartite means it envisages with a view to the collection and dissemination of statistics of industrial disputes, the number of workers involved and days not worked by branch of economic activity (industry).
