Article 5 of the Convention. Monitoring mechanisms. Child Protection Centre (CPC). The Committee previously noted the Government’s information that, by Ministerial Order No. 347 of 2011, the CPC of the Ministry of the Interior was established, whose task is to prepare the public policies, strategic plans for child protection, supervision and follow-up on investigations in crimes involving children, on the application and development of laws and regulations relating to crimes involving children, and on their implementation. The Committee noted in particular that the CPC intended to implement an initiative which included the creation of a register on perpetrators of sexual crimes which would contain the names and personal information on convicted perpetrators of sexual crimes against children.
The Committee notes the Government’s statement that the implementation of the initiative on registers on perpetrators of sexual crimes will facilitate the process of prevention of these crimes and the investigation of criminals. The Committee once again requests the Government to provide concrete information on the impact of the measures taken by the CPC on the elimination of the commercial sexual exploitation of children, in terms of the number of children who were effectively protected from these worst forms of child labour.
Part V of the report form. Application of the Convention in practice. The Committee previously noted that, following her visit to the United Arab Emirates (UAE) in April 2012, the UN Special Rapporteur on trafficking in persons, especially women and children, drew attention, in her end-of-mission statement, to the lack of comprehensive statistical information on the prevalence rate, forms, trends and manifestation of human trafficking in the UAE. In this regard, the Committee noted the Government’s information that the Statistics and Security Analysis Centre was established within the Federal Security Information Department of the Ministry of Interior, which is entrusted with the collection of all the information related to human trafficking crimes in the country, the follow-up on the development of crime detection, and the publication of security and statistical reports.
The Committee notes the Government’s statement that the establishment of the Statistics and Security Analysis Centre will provide decision makers with warnings and promote a proactive preventive approach. The Committee requests the Government to provide any information relating to the prevalence, forms and trends of human trafficking in the UAE, in particular child trafficking, which was collected through the Statistics and Security Analysis Centre. It also once again requests the Government to provide any other information on the nature, extent and trends of the worst forms of child labour, and statistical data on the number of children covered by the measures giving effect to the Convention. To the extent possible, all information provided should be disaggregated by sex and age.
