Articles 1 to 3 of the Convention. Implementing legislation. The Committee notes the Government’s indication that the provisions of the Convention will be implemented pursuant to a by-law to the draft Law on safety navigation, under section 49 of that Law, and which will, among others, regulate the structural and technical requirements of ships, including safety and accommodation, as well as technical conditions for ro-ro passenger ships and high-speed passenger vessels. The Committee requests the Government to transmit a copy of the Law on safety navigation, including any by-laws and other regulations that are relevant to the provisions of the Convention, once finalized. The Committee also requests the Government to describe, within the context of drafting and reviewing its legislation, how it ensures consultation with the fishing-vessel owners’ and fishermen’s organizations, where such exist.
