Direct Request (CEACR) - adopted 2019, published 109th ILC session (2021)

Articles 1 and 2 of the Convention. Adoption and implementation of policies and programmes of vocational guidance. Close link between employment and training. In reply to the Committee’s previous direct request, the Government reports that, in 2014, the Council of Ministers approved a strategy to develop technical and vocational education and training (2014–23). The strategy includes 70 schemes and 35 programmes designed to raise the level of technical and vocational education and training (TVET) graduates in line with the needs of the labour market. The Government adds that, since 2016, in collaboration with UNESCO, and with funding from the European Union (EU), it has been implementing a TVET reform project. The project is upgrading the skills of TVET trainers to enable them to provide competency-based training (CBT) and the new curricula that will be trialled in close cooperation with actors in the labour market. The Government notes that a national council for technical and vocational education and training bill (governance of TVET institutions) has been drafted. Additionally, the Government indicates that a national labour market observatory has been established to monitor the needs of the labour market and a draft concept document has been drafted to develop a national technical and vocational qualification framework that seeks to open new learning trajectories, and recognize prior learning as well as links between qualifications. In addition, agreement has been reached on a draft framework for a public–private partnership. The Government also refers to the merger of the Department of Vocational Training of the Ministry of Labour and Social Affairs with the Department of Employment and Loans and the Department of Vocational Training, which now form the Directorate of Training and Employment. The Committee requests the Government to provide information in its next report on the mandate and activities of the Directorate of Training and Employment, as well as information on the impact of its activities in relation to the provisions of the Convention. The Committee further requests the Government to provide detailed information on the outcomes achieved by the TVET project (2014–23). The Government is also requested to provide a copy of the law on the national TVET council as soon as it is adopted.
Article 3. Vocational guidance policy. The Committee reiterates its request that the Government provide information on the measures taken to ensure that comprehensive information and the broadest possible guidance are available to all workers, including young people, women and persons with disabilities. In addition, the Committee requests the Government to provide information, including statistical data disaggregated by sex, age and type of training provided, on the number of trainees undergoing TVET annually.
Article 5. Cooperation with the social partners. In response to the Committee’s 2014 direct request, the Government indicates that the Tripartite Consultation Committee’s membership includes the Iraqi Federation of Industries and the General Federation of Trade Unions in Iraq. The Committee requests the Government to continue to provide information on the frequency, nature and outcome of the consultations held with the social partners in relation to the development and implementation of policies and programmes of vocational guidance, education and training.

The Committee notes that the Government’s brief report contains no reply to its previous comments, but indicating only that the response of the competent sectoral institution has not been received. The Committee trusts that the next report will contain full information on the matters raised in its previous comments made in 2014.

The Committee notes the information provided by the Government in its reports received in March 2012 and October 2013 concerning its efforts to identify the training needs of unemployed individuals and to provide guidance to these individuals with regard to the needs of the labour market. The Government indicates that it seeks to rationalize general and technical vocational education as well as vocational training. The Committee invites the Government to provide information illustrating the way in which it ensures effective coordination between the programmes of vocational guidance and training and employment.

Direct Request (CEACR) - adopted 2009, published 99th ILC session (2010)

The Committee notes the information provided in the Government’s report received in September 2008. The Government indicates that, in addition to support from the United Nations agencies, there are ongoing cooperation programmes with the ILO to strengthen national capacities in employment and vocational training, such as the revision of the Labour Code, for the development of human capital. The Committee looks forward to receiving information in the Government’s next report illustrating the way in which it ensures effective coordination between the programmes of vocational guidance and training implemented and employment (Article 1(1) of the Convention). Please also include information on the extent to which the measures implemented have contributed to the establishment and development of open, flexible and complementary systems of general, technical and vocational education, educational and vocational guidance and vocational training (Article 2).

Article 3. Information for the purposes of vocational guidance. The Government refers in its report to the Persons with Special Needs Department which has been established in the Ministry of Labour. The Government also indicates that Popular Education Centres have been established in densely populated areas. In addition, training curricula have been developed and modernized and the capacity of training personnel is enhanced through specialized departments. The Committee would appreciate continuing to receive details on the measures taken to ensure that comprehensive information and the broadest possible guidance are available to all workers, especially as part of the new programmes aimed at the promotion of vulnerable categories of workers such as young workers and persons with disabilities.

Article 5. Cooperation with social partners. The Government indicates that the coordination of training polices is carried out through the National High Commission on Employment and Vocational Training, which is composed of members of most ministries and vocational training sectors as well as employers’ and workers’ representatives. The Committee asks the Government to provide specific information on the consultations held with the social partners regarding the formulation and implementation of policies and programmes of vocational guidance and vocational training.

The Committee would appreciate receiving further information on the practical application of the Convention, including copies of available reports and statistical surveys or studies, as requested in Part VI of the report form.

The Committee takes note of the documents supplied by the Government in reply to its previous direct request, and the information on the activities of the training centres included with the Government's report on the application of Convention No. 122. With reference to its previous direct request, the Committee would be grateful if the Government would provide additional information in its next report on the practical application of the Convention. Please provide, in particular, copies of available reports, and statistical surveys or studies (Part VI of the report form).

Direct Request (CEACR) - adopted 1988, published 75th ILC session (1988)

The Committee notes the statistical information contained in the 1985 annual report of the State Establishment for Labour and Vocational Training, communicated by the Government. It also takes note of Law No. 71 of 1987 enacting the Labour Code. It notes with interest that the new Labour Code attaches particular importance to vocational training with a view to providing skilled workers for the different sectors, lays down rules for vocational training and determines the relationship between the trainee and the establishment responsible for his or her training. With reference to its direct request concerning Convention No. 122, the Committee requests the Government to provide available copies of the reports on the activities of the bodies responsible for vocational training. Please provide also copies of the instructions issued in accordance with section 26 of the Labour Code, as well as information on training contracts (sections 27 and 28 of the Labour Code).

The Committee hopes that the Government's next report will also contain replies to the questions in the report form concerning the other aspects of the practical implementation of the Convention.
