Direct Request (CEACR) - adopted 2022, published 111st ILC session (2023)

The Committee notes that the Government’s report has not been received. It hopes that the next report will contain full information on the matters raised in its previous comments.

The Committee notes the information provided by the Government, in reply to its previous request concerning the effect given to Articles 1 and 2 of the Convention, on the prohibition relating to the use of white lead and sulphate of lead and of all products containing these pigments. The Committee notes the observations of the National Council of Chadian Employers (CNPT) and the Free Confederation of Workers of Chad (CLTT), which were submitted with the Government’s report. In its observations, the CNPT indicates that member enterprises of more than 50 employees have set up safety and health committees for protecting workers against risks arising from the use of products containing pigments in certain kinds of work, such as painting. The CNPT recommends the adoption of the Decree provided for in section 224 of the Labour Code, according to which occupational safety and health conditions are defined by a decree adopted in the Council of Ministers at the proposal of the Minister of Labour, further to the opinion of the Occupational Safety and Health Technical Advisory Committee. The CNPT also recommends taking the necessary steps to make the Technical Advisory Committee operational. The CLTT alleges that protective measures taken by employers to preserve the health of their workers exposed to white lead are non-existent or inadequate and recommends that the Technical Advisory Committee should consider the issue with a view to taking better account of the particular features of white lead and evaluating its impact on workers’ health.The Committee requests the Government to provide its comments on the observations of the CLTT.
Article 7. Statistical information. In reply to the Committee’s previous request, the Government indicates that it does not have any statistics relating to morbidity and mortality among working painters resulting from lead poisoning.The Committee requests the Government to take the necessary steps to undertake the collection of data required by Article 7 of the Convention, in the meantime, it requests the Government to provide all available information on lead-related diseases, and any other information relating to the application of the Convention in practice.

The Committee notes the information provided by the Government, in reply to its previous request concerning the effect given to Articles 1 and 2 of the Convention, on the prohibition relating to the use of white lead and sulphate of lead and of all products containing these pigments.

Direct Request (CEACR) - adopted 2013, published 103rd ILC session (2014)

Articles 1, 2 and 5 of the Convention. In its previous comments the Committee noted that Order No. 4473/PR/MTMO/89 of 11 December 1989 gave effect to Article 5(1)(b) of the Convention. The Committee reminds the Government that Article 1 (prohibition on the use of white lead and sulphate of lead in the internal painting of buildings), Article 2 (regulation of the use of white lead in artistic painting), and Article 5 (regulation of the use of white lead in operations for which their use is not prohibited) call for the adoption of legislative measures. The Committee requests the Government to provide information on the law and practice giving effect to these Articles of the Convention.
Article 7. Statistical information. The Committee requests the Government to indicate whether it has statistics relating to morbidity and mortality among working painters resulting from lead poisoning and, if so, to send a copy of such statistics.

Observation (CEACR) - adopted 1990, published 77th ILC session (1990)

Further to its previous comments, the Committee notes with satisfaction the adoption of Order No. 4473/PR/MTMO/89 of 11 December 1989 to amend section 2 of Order No. 718/IGT/LS of 15 February 1957 regulating the use of white lead, so as to include measures for the prevention of danger arising from the application of paint in the form of spray, thus giving effect to Article 5, I(b) of the Convention.

Direct Request (CEACR) - adopted 1988, published 75th ILC session (1988)

The Committee notes from the Government's reply to its previous direct request that Article 2 of Order 718/16 TLS of 15 February 1957 will be amended by an inter-ministerial order to conform to Article 5, subparagraph I(b) of the Convention (measures to prevent danger arising from the application of paint in the form of spray). The Committee hopes that the Government will indicate the progress made in this regard in its next report.
