1. The Committee notes the Government's second report on application of the Convention. It also notes the communication sent to the ILO on November 1997 in response to its previous direct request.
2. The Government indicates in its report that the Estonian ILO Council has held consultations on the possibility of ratifying the Safety and Health in Mines Convention, 1995 (No. 176). In addition, the Council may shortly examine the possibility of ratifying ILO Conventions Nos. 177, 178 and 179. The Committee notes this information with interest; nevertheless, it would be grateful if the Government would supply with its next report more detailed information on the consultations held on the other matters covered in Article 5, paragraph 1, of the Convention, as well as on their frequency.
3. Finally, with reference to the Government's reply under Article 6 of the Convention, the Committee requests the Government to supply the annual report, if any, produced by the Estonian ILO Council.
1. The Committee notes with interest the Government's first report. It notes the establishment in 1992 of the Estonian ILO Council, which is tripartite in composition in accordance with the Convention. It would be grateful if the Government would supply with its next report the texts concerning the establishment, functions and working of the above Council, taking into account the provisions of Articles 2 to 6 of the Convention.
2. Article 4, paragraph 2. The Committee notes the comments made by the Association of Trade Unions to the effect that financing has not been provided for training for participants in the consultation procedures in view of the State's severe budgetary difficulties. It hopes that arrangements will be made at the appropriate time to finance such training. The Government is requested to provide information on this subject in the future.
