Collective Bargaining Convention, 1981 (No. 154) - Uruguay (Ratification: 1989)

The Committee notes that the Government indicates that Act No. 19027 of 18 December 2012 has amended section 8 of Act No. 18566 concerning the membership of the Tripartite Higher Council, which will comprise six delegates from the Executive Authority, six delegates from the most representative organizations of employers, and six delegates from the most representative organizations of workers, plus the same number of deputy or alternate members for each group. As regards collective bargaining in the public sector, the Government refers to the adoption of Act No. 18508 of 26 June 2009. The Committee requests the Government to provide information on developments regarding the draft amendments to the Collective Bargaining Act (No. 18566), which have been submitted to Parliament.

The Committee notes the detailed information supplied by the Government in its first report on the application of the Convention and asks it to indicate in its next report whether wage councils are still convened and, if so, the areas they deal with, and to provide, if possible, copies of any agreements concluded during the period covered by the report. The Committee also asks the Government to provide a copy of Decree No. 616/68 respecting the obligation to register with the labour authority collective agreements concluded under Acts No. 10449 and 12590, and to report on the practical effect given to such agreements.
