Direct Request (CEACR) - adopted 2015, published 105th ILC session (2016)

Application of the Convention in practice. The Committee notes the Government’s report received in August 2014 which includes information on the adoption of the National Programme for the Development of Living Conditions of Persons with Disabilities for the period 2014–20. It notes that the programme contains measures aimed at improving the education and employment of and equal opportunities for persons with disabilities. The Committee invites the Government to provide information on the implementation of the programme and its results. Please also provide an overview of the manner in which the Convention is applied, including for example statistics, extracts from reports, studies and inquiries concerning the matters covered by the Convention.

Direct Request (CEACR) - adopted 2002, published 91st ILC session (2003)

The Committee notes with interest the detailed information provided by the Government in reply to its direct request of December 1995. In its report, received in October 2002, the Government provides information on the effect given to Articles 2, 5 and 8 of the Convention, particularly through the implementation of measures for the vocational rehabilitation and employment of persons with disabilities in the general context of the National Action Plan of Employment and the measures adopted and envisaged under the National Programme for the Development of Living Conditions for Citizens with Disabilities in All Areas of Life, the impact of which is to be evaluated annually. The Government adds that this active policy is implemented in consultation with the representative organizations of persons with disabilities, such as the Slovak Union of Disabled Persons and the Association of Disabled Citizens, through the Council of the Government of the Slovak Republic for Issues of Citizens with Disabilities (RV SR POZP), with the support of the European Union’s PHARE programme.

The Committee requests the Government to continue providing, as requested in Part V of the report form, a general appreciation of the manner in which the Convention is applied, including for example statistics, extracts from reports, studies and inquiries concerning the matters covered by the Convention, and in particular the future annual evaluation reports of the RV SR POZP available in English on the implementation of the National Programme for the Development of Living Conditions for Citizens with Disabilities in All Areas of Life.

Observation (CEACR) - adopted 2001, published 90th ILC session (2002)

The Committee notes that the Government’s report has not been received. It hopes that a report will be supplied for examination by the Committee at its next session and that it will contain full information on the matters raised in its December 1995 direct request, which read as follows:

Article 2 of the Convention. The Committee notes the information on the activities of the Ministry of Labour, Social Affairs and Family and the territorial labour bodies in the implementation of the national policy on vocational rehabilitation and employment of disabled persons. It would be grateful if the Government would indicate, in its next report, the manner in which the national policy is periodically reviewed, as required by this Article.

Article 5. The Committee notes the information concerning cooperation of the competent public bodies with the representative organizations of disabled persons, such as the Slovak Union of Disabled Persons and the Association of Disabled Citizens. Please indicate whether the representative organizations of employers and workers are consulted on the implementation of the national policy, as required by this Article, and describe the manner in which these organizations are consulted.

Article 8. Please describe measures taken to promote the establishment and development of vocational rehabilitation and employment services for disabled persons in rural areas and remote communities, as required by this Article.
