Labour Statistics Convention, 1985 (No. 160) - Bolivia (Plurinational State of) (Ratification: 1990)

Direct Request (CEACR) - adopted 2015, published 105th ILC session (2016)

Articles 7 and 8 of the Convention. Statistics of employment, unemployment and underemployment. Statistics of the structure and distribution of the economically active population. The Committee notes the detailed information provided by the Government on the 2012 National Census of the Population and Housing. The Committee requests the Government to continue providing the ILO with the labour statistics required by the Convention. Please also indicate whether effect has been given to the resolution concerning statistics of work, employment and labour underutilization (Resolution I), adopted by the 19th International Conference of Labour Statisticians (October 2013).
Articles 12 and 13. Consumer price indices. Household expenditure. The Committee recalls that Articles 12 and 13 were not among the obligations which were accepted by the Government when ratifying the Convention. The Committee observes that the statistics available on the website of the National Statistical Institute relating to these provisions appear to have been compiled in accordance with the requirements of the Convention. The Committee invites the Government to examine the possibility of accepting the obligations of Articles 12 and 13 of the Convention.
Article 14. Statistics of occupational injuries. The Government indicates in its report that the statistics available in the Ministry of Labour, Employment and Social Welfare, produced from notifications of employment accidents and occupational diseases, have only been partially compiled. The Government also considers that it would be necessary to coordinate the flow of information from all institutions intervening in the social security system. The Committee recalls that the obligations set out in Article 14 were not accepted by the Government when the Convention was ratified. The Committee requests the Government to continue providing information on any developments in this regard.
Article 15. Statistics of industrial disputes. The Committee notes the information provided by the Government in its report concerning industrial disputes registered in 2013. The Government adds that the Ministry of Labour, Employment and Social Welfare has a basic record of the labour disputes registered. The Committee requests the Government to provide all available information on the methodology used for the compilation of statistics of industrial disputes. It also requests the Government to provide information on any further developments relating to the sources of statistics.

The Committee takes note of the Government’s report received on 2 September 2009, containing information in reply to its previous comments.

Article 8 of the Convention. The Committee notes that the last population census was conducted in 2001. It also notes that in reply to the Committee of Expert’s direct request 2003, the Government annexed to its report the document “Bolivia: Características de la Populación con Enfoque de Género”. However, no methodological information is provided regarding the population census and data on the economically active population relating to the 2001 census concern only the total and the disaggregation by sex. The latest population census methodology concerns 1992. The Committee invites the Government to provide methodological information relating to the 2001 population census (Article 6) and to supply relevant data as soon as practicable.

Articles 9, 10, 11 and 16. While recalling that none of these Articles has been accepted, the Committee takes note of the information provided by the Government regarding the development in the partial relevant statistics and would be grateful if the Government would keep the ILO informed of any progress made or steps it intends to make, to compile and publish statistics covered by Articles 9(2) and 10 in line with the international guidelines.

Meanwhile, the Committee draws the Government’s attention to the new international standards concerning the measurement of working time, in resolution I, adopted by the 18th International Conference of Labour Statisticians, whose larger number of concepts and measures are defined in depth. Article 12. The Committee notes that no specific information is contained in the Government’s report regarding consumer price indices (CPI) and that no changes have taken place in the compilation of these statistics since the last report. However, the ILO publishes the new CPI series (base 2007 = 100) computed by the Instituto Nacional de Estadística de Bolivia (INE). Data on CPI were received in reply to the ILO questionnaires for publication in the 2009 edition of the Yearbook and Bulletin of Labour Statistics. These data are also disseminated on http://laborsta.ilo.org. Moreover, yearly and monthly CPI series have also been updated on the basis of data disseminated on the INE website (http://www.ine.gov.bo). The CPI series are computed monthly. The latest CPI data available at the ILO refer to March 2010 and the website of INE (http://www.ine.gov.bo) publishes also methodological information. Since the compilation of the statistics covered by this Article appears to fulfil all the requirements of the Convention, the Committee would be grateful if the Government would envisage the possibility of accepting the obligations under Article 12, in accordance with Article 16(3).

Articles 13 and 16. According to the information supplied in response to the ILO methodological questionnaire, national household income and expenditure surveys (Encuesta de hogares – MECOVI) has been conducted with annual periodicity. The results of the survey have not been reported to the ILO, however. The Committee notes that those relating to the 2005 survey are available on the INE website at www.ine.gov.bo/, as are the poverty and income distribution estimates for the period 1999–07. Since it appears that the compilation of the statistics covered by this Article is fulfilled, the Committee would be grateful if the Government would envisage the possibility of  accepting the obligations under Article 13 in accordance with Article 16(3).

Article 14. The Committee notes that the report contains no information about statistics on occupational injuries or diseases. The most recent data received by the ILO for publication in the Yearbook of Labour Statistics refer to 1999. The Committee invites the Government to provide information on any development regarding the compilation and publication of statistics covered by this Article.

Article 15. The Committee notes that no information on the application of this Article is contained in the Government’s report, nor is any new statistical or methodological information provided. No new information has been provided since the response to the 2003 direct request, regarding the activities announced for the development of statistics of strikes and lockouts, which were to be submitted to the ILO (Article 2). The more recent data available for statistics of strikes and lockouts refer to 1996 and no new statistics have been received at the ILO since 2001. Noting that the voluminous information provided in the Government’s report in response to its previous comment does not cover its obligations with respect to statistics of strikes and lockouts (and Articles 2, 5 and 6), and that unfortunately no statistics of strikes and lockouts are available past the year 1996, the Committee requests once again the Government to keep the ILO informed of the measures it envisages to collect and disseminate the relevant statistics as well as their methodological description used.

Direct Request (CEACR) - adopted 2004, published 93rd ILC session (2005)

The Committee notes the Government’s report containing partial replies to its previous comments and the 2003 publication "Bolivia: Características de la Población con Enfoque de Género". It wishes to draw the Government’s attention on the following points.

Article 7 of the Convention. The Committee once again stresses the obligations under Articles 5 and 6, and asks the Government to communicate to the ILO, as soon as possible, the published statistics, in accordance with Article 5, as well as detailed descriptions of the sources, concepts, definitions and methodology used (in accordance with Article 6), including statistics on employment in manufacturing derived from the survey of information obtained from establishments, which they can provide by replying to the annual questionnaires for the Yearbook. It would also welcome the communication to the ILO the information published in the household survey (Encuesta Permanente de Hogares).

Article 15. Noting the partial data and information provided in the Government’s report, in reply to its previous request in this regard, the Committee reiterates its relevant comments, which read as follows:

While noting the data and other information provided by the Government concerning strikes and lockouts, the Committee would be grateful if it would supplement them with an indication of: (1) the specific ILO recommendations followed for the establishment of the statistical system on this subject; (2) the manner in which the representative organizations of employers and workers are consulted in this respect (Article 3); and (3) where appropriate, the references of any publication giving a detailed description of the statistical system concerning strikes and lockouts, and if it would communicate the Statistical Yearbook to the ILO each year as soon as it is available (Article 5).

Moreover, the Committee wishes to draw the attention of the Government to the provisions of Article 6 concerning the publication of a methodological description of the statistics on strikes and lockouts, and would be grateful if the ILO would be kept informed of the measures the Government proposes to take to publish such a description.

Article 16, paragraph 3. Referring to its reiterated comments in this regard, once again, the Committee wishes to draw the attention of the Government to the possibility of accepting the obligations in respect of Article 12 and asks it to indicate whether any steps have been taken to this end.

Article 14. The Committee notes the information provided in the report regarding the development of the system by the AFPs. It would be grateful if the Government would keep the ILO informed of any progress made or steps intended to be taken to collect, compile and publish statistics on occupational injuries and occupational diseases in line with the international guidelines.

Direct Request (CEACR) - adopted 2003, published 92nd ILC session (2004)

The Committee notes the Government’s report, the partial replies to its previous comments, the statistics for 2000 on employment and the consumer price indices, as well as the Yearbook of Labour Statistics for the same year, all of which were attached to the report. It asks the Government to provide additional information on the following points.

Articles 7 and 8 of the Convention. The Committee once again asks the Government to provide the Office, as soon as possible, with the published statistics, in accordance with Article 5, as well as detailed descriptions of the sources, concepts, definitions and methodology used (in accordance with Article 6), including statistics on employment in manufacturing derived from the survey of information obtained from establishments, which they can provide by replying to the annual questionnaires for the Yearbook. It would also be grateful to be provided with the information published in the household survey (Encuesta Permanente de Hogares).

Article 14. While noting with interest that statistics of occupational injuries are compiled in accordance with the requirements of paragraph 1 of this Article, the Committee however notes that the statistics of occupational injuries do not appear, as required by paragraph 2, to be representative of the situation in the country as a whole, as they only cover around 20 per cent of all employees. Furthermore, it is not certain whether these statistics take into consideration international standards in this respect (Article 2), nor whether the representative organizations of employers and workers were consulted when the relevant statistical system was designed (Article 3). The Government is requested to keep the Office informed of any measures envisaged for the collection, compilation and publication of statistics on occupational injuries and occupational diseases, in accordance with international recommendations, and for the publication and communication to the Office of a methodological description of the collection and compilation of such statistics (Article 6).

Article 15. While noting the data and other information provided by the Government concerning strikes and lockouts, the Committee would be grateful if it would supplement them with an indication of: (1) the specific ILO recommendations followed for the establishment of the statistical system on this subject; (2) the manner in which the representative organizations of employers and workers are consulted in this respect (Article 3); and (3) where appropriate, the references of any publication giving a detailed description of the statistical system concerning strikes and lockouts, and if it would communicate the Statistical Yearbook to the ILO each year as soon as it is available (Article 5).

Part V of the report form. Noting that the Government does not specify whether it has communicated a copy of its report on the application of the Convention to employers’ and workers’ organizations, as required by article 23, paragraph 2, of the Constitution of the ILO, the Committee would be grateful if it would do so and inform the Office forthwith.

The Committee notes with regret that the Government’s report has not been received. It hopes that a report will be supplied for examination by the Committee at its next session and that it will contain full information on the matters raised in its previous direct request, which read as follows:

Article 2 of the Convention. In connection with Article 7, the Committee requests the Government to provide further information on (i) the application of the concepts and definitions of economically active population elaborated by the 13th International Conference of Labour Statisticians in 1982, and (ii) the use of the revised international classifications such as ISCO-88, ISIC Rev.3 and the International Classification by Status in Employment 1993 (ICSE-93). As regards Article 15, the Committee requests the Government to indicate which specific ILO standards or guidelines are followed.

Article 3. The Committee asks the Government to indicate, for each of Articles 7, 8 and 15, the manner in which the representative organizations of employers and workers are consulted when the concepts, definitions and methodology used are designed or revised.

Direct Request (CEACR) - adopted 1995, published 82nd ILC session (1995)

The Committee notes the Government's first report, although its appendices 1 to 5 have not been received. It requests the Government to supply further information on the following points.

Article 2 of the Convention. In connection with Article 7, the Committee requests the Government to provide further information on (i) the application of the concepts and definitions of economically active population elaborated by the 13th International Conference of Labour Statisticians in 1982, and (ii) the use of the revised international classifications such as ISCO-88, ISIC Rev.3 and the International Classification by Status in Employment 1993 (ICSE-93). As regards Article 15, the Committee requests the Government to indicate which specific ILO standards or guidelines are followed.

Article 3. The Committee asks the Government to indicate, for each of Articles 7, 8 and 15, the manner in which the representative organizations of employers and workers are consulted when the concepts, definitions and methodology used are designed or revised.

Articles 7 and 8. Noting that most of the statistical publications available in the ILO are out of date, the Committee requests the Government to communicate to the ILO, as soon as possible, the published statistics (in accordance with Article 5) as well as detailed descriptions of the sources, concepts, definitions and methodology used (in accordance with Article 6): including, for instance, the data on employment in manufacturing derived from the establishment survey, which can be provided by means of answering annual Year Book questionnaires; and information published in the Permanent Household Survey ("Encuesta Permanente de Hogares").

Article 15. In accordance with Article 5, the Committee requests the Government to communicate to the ILO, as soon as possible, the published statistics as well as the reference information concerning their regular publication by the responsible authorities. In accordance with Article 6, the Committee also requests the Government to also provide more complete methodological information on statistics of strikes and lockouts, indicating, for example, the types of strikes, lockouts or other action that are documented; how the information is collected, and what information is collected and compiled; which sectors and branches of economic activity are covered; and the way in which the time not worked is measured.

Article 16(3). From the information available in the ILO, the Committee notes with interest that the statistics covered by Article 12 (consumer price index) are compiled in Bolivia in compliance with relevant international standards, although obligations under this Article were not accepted at the time of ratification. The Committee would like to draw the Government's attention to the possibility of accepting the obligations in respect of Article 12 in accordance with Article 16(3).

Article 16(4). The Committee would be grateful to the Government if it would provide information on the position of its law and practice concerning Articles 9 to 14, including any statistics available, as well as particulars of their sources, methodology and publication, for instance, the data and methodological information relating to the household income and expenditure survey which was carried out in 1990-91.

The Committee notes that the Government's report has not been received. It hopes that a report will be supplied for examination by the Committee at its next session and that it will contain full information on the following matters raised in its previous direct request:

Article 16(3). From the information available in the ILO, the Committee noted that the statistics covered by Article 12 (consumer price index) were compiled in Bolivia in compliance with relevant international standards, although obligations under this Article were not accepted at the time of ratification. The Committee would like to draw the Government's attention to the possibility of accepting the obligations in respect of Article 12 in accordance with Article 16(3).

The Committee would be grateful to the Government if it would provide information on the position of its law and practice concerning Articles 9 to 14, including any statistics available, as well as particulars of their sources, methodology and publication, for instance, the data and methodological information relating to the household income and expenditure survey which was carried out in 1990-91.
