The Committee notes with deep concern that the Government’s report has not been received. It expects that the next report will contain full information on the matters raised in its previous comments. The Committee informs the Government that, if it has not supplied replies to the points raised by 1 September 2021, then it may proceed with the examination of the application of the Convention on the basis of the information at its disposal at its next session.

The Committee notes the Government’s report received in December 2008, including some statistical data on training courses organized in 2005, 2006 and 2007. The Committee hopes that, in its next report, the Government will provide further practical information on the application of the Convention and on the measures taken for the operation of open, flexible and complementary systems of general, technical and vocational education (Articles 2 and 4 of the Convention). In this respect, the Government is also requested to include information on the efforts made to achieve more effective coordination between policies and programmes of vocational guidance and vocational training and their link with employment and the public employment service (Article 1(1) to (4) of the Convention).

Article 3, paragraph 1. Appropriate programmes for persons with disabilities.The Committee would appreciate receiving updated information on progress made in making vocational guidance and vocational training services accessible to persons with disabilities.

Article 5. Cooperation with the social partners. The Government indicates in its report that consultations took place in 2006 and 2007 in order to give new life to the Council for Education and Labour (CELA). It further states that the role of the CELA is of great interest considering the present developments in education and the importance of the link between the needs of businesses and education necessary to meet those needs. The Committee asks the Government to include in its next report information on the measures taken with a view to ensuring the cooperation of employers’ and workers’ organizations in the formulation and implementation of vocational guidance and vocational training policies and programmes.

Direct Request (CEACR) - adopted 2004, published 93rd ILC session (2005)

1. The Committee notes the reply provided by the Government of Aruba, received in October 2003, to its 2002 direct request. It would appreciate being kept informed of any developments to ensure the operation of open, flexible and complementary systems of general, technical and vocational education (Articles 2 and 4 of the Convention) as well as on the measures taken in relation to the recommendations formulated by the Committee for Adult Education established in April 2002. Please also refer in the next report to the following points.

2. Article 1, paragraphs 1-4, of the Convention. The Government indicates that individuals lacking certain work skills are referred to the courses provided by the Education for Employment. Upon completion of the course, the individual is recommended to update his or her information at the Labour Department. It also indicates that because there is no automatic sharing of information it is the responsibility of the individual to inform the different departments of his or her status and progress. The Committee refers to its 2003 direct request on the application of Articles 1 and 2 of the Employment Service Convention, 1948 (No. 88), and hopes that in its next report the Government will be able to include information on the efforts made in order to achieve a more effective coordination between policies and programmes of vocational guidance and vocational training and their link with employment and the public employment service.

3. Article 1, paragraph 5. The Committee notes with interest the statement made by the Government in the sense that all legal residents in Aruba may take advantage of all vocational training programmes available, regardless of the individual’s gender, physical limitation, national origin, financial status or social class. It hopes that the Government will update information in its next reports on the measures taken to encourage and enable all persons, on an equal basis and without discrimination, to develop and use their capabilities for work.

4. Article 3, paragraph 1. The Committee appreciates the indication provided in relation to the programmes implemented by FAVI and FEPO. It hopes that the Government will continue to report on any progress in making vocational guidance and vocational training services accessible to persons with disabilities.

5. Article 5. The Government states that the Council for Education and Labour (CELA) has been inactive and that it hopes to bring new life to the CELA by the next reporting period. The Committee would appreciate receiving information on any measures being taken with a view to ensuring the cooperation of employers’ and workers’ organizations in the formulation and implementation of vocational guidance and vocational training policies and programmes.

6. The Committee notes with interest the statistical information on the activities of the Education for Employment over 2001 and 2002 and hopes that in its next report the Government will continue to provide practical information on the application of the Convention.

The Committee notes the information contained in the report submitted by the Government of Aruba for the period May 1993 to May 2002, received in June 2002. It would appreciate receiving further information on the following points.

Article 1, paragraphs 1 to 4, of the Convention. Please provide information on the way in which effective coordination is assured and the manner in which the policies and programmes are linked with employment and the public employment service.

Article 1, paragraph 5. Please indicate the measures taken to encourage and enable all persons, on an equal basis and without discrimination, to develop and use their capabilities for work.

Article 2. Please describe the systems of general, technical and vocational education, educational and vocational guidance and vocational training.

Article 3, paragraph 1. The Government states that policies and laws have not given the handicapped and disabled their due attention, and that it will make every effort to improve this shortcoming. The Committee would appreciate being kept informed of progress in making vocational guidance and vocational training services accessible to persons with disabilities.

Article 3, paragraphs 2 and 3. Please describe the type of information provided in vocational guidance, and indicate how this information is kept suitably up to date.

Article 4. In reply to previous comments, the Government states that intermediate professional education provides higher level professional education. The Government is considering reintroducing loans for study abroad if the field of study is not offered in Aruba, and if there is a demand in the labour market for such skills. Vocational education is also provided to adults by education for employment. The Committee would appreciate continuing to receive information on the measures taken to extend the system of vocational training to cover additional fields of economic activity, taking into consideration the needs of the economy.

Article 5. The Government states in reply to previous comments that the Council for Education and Labour (CELA) was established in 1999 to investigate and research education standards required to meet the needs of the labour market. Members of CELA include the Federation of Workers of Aruba and representatives of various industries. The Committee notes this information and asks the Government to continue to supply information on how the findings of CELA are taken into account in the review and modification of policies and programmes related to vocational training and guidance.

Part VI of the report form. The Committee notes the report from CELA of its findings in 2001. It requests the Government to continue providing any subsequent reports issued by CELA. It also requests statistics on the number of participants in training and vocational guidance programmes.
