Direct Request (CEACR) - adopted 2020, published 109th ILC session (2021)

Article 7 of the Convention. Statistics on the economically active population. The Committee notes the information provided by the Government on the economically active population. Moreover, it notes with interest the Government’s indication that due to changes to data publication and access to additional information, the data required to implement Article 7 is now readily available and published on a regular basis and that, therefore, consideration will be given to formally accepting this Article of the Convention. The Committee requests the Government to continue to provide information on any developments in this respect.
Article 8 of the Convention. Structure and distribution of the economically active population. The Committee notes that the Government of the Isle of Man carried out its most recent population census in 2016. It welcomes the information on census data and methodological information relating to the 2016 household and housing census, which has been supplied to the ILO Department of Statistics for publication on the ILOSTAT database. The Committee invites the Government to continue to provide updated data and methodology, and to keep it informed of plans to conduct the next Population Census. The Committee further requests the Government to provide information on any developments in relation to the implementation of the resolution concerning statistics of work, employment and labour underutilization (resolution I), adopted by the 19th International Conference of Labour Statisticians (October 2013).
Article 9(2). Compilation of statistics of time rates of wages and normal hours of work. The Government indicates once again that time rates of wages and hours are not currently compiled, but that their compilation remains under consideration. The Government reiterates that it may be possible to require compulsory returns from employers without amending the Statistics Act. The Committee therefore once again reiterates its previous request that the Government provide information on any measures taken or contemplated in relation to implementation of Article 9(2) of the Convention regarding the compilation of statistics of time, wage rates and normal hours of work.
Article 13. Statistics of household expenditure. The Committee notes the Government’s indication that statistics on household income and expenditure are derived from the Isle of Man Household Income and Expenditure Survey, conducted every five years. The Government still refers to the most recent survey as the one conducted in 2013. The Committee nevertheless notes that the latest survey conducted appears to be the Household Income and Expenditure Survey 2018/2019. The Committee requests the Government to continue to provide information on the data and methodology for compilation of statistics on household income and expenditure in accordance with Article 13 of the Convention, using the most recent survey conducted.
Article 15. Statistics on industrial disputes. The Committee notes that summarized statistics on industrial disputes (strikes and lockouts) were previously available from the administrative records of the Industrial Relations Service and were compiled and disseminated annually. The Committee notes that the Government’s report refers to the “Isle of Man in Numbers” as the source of this data, with the most recent report available for 2017. Nevertheless, the Committee notes that the 2017 report contains no information on industrial disputes. The Committee therefore requests the Government to communicate the most recent published data on industrial disputes (strikes and lockouts) and to provide the relevant methodological information.
Article 16. Acceptance of obligations. The Committee invites the Government to continue to provide information on the possibility of accepting the obligations of Article 11 of the Convention.

Direct Request (CEACR) - adopted 2016, published 106th ILC session (2017)

The Committee notes the information provided by the Government in reply to its previous request concerning Article 13 of the Convention. It notes in this regard that statistics on household income and expenditure are derived from the Isle of Man Household Income and Expenditure Survey. The latest survey refers to 2013, and the previous one refers to 2007.
Article 8 of the Convention. Structure and distribution of the economically active population. The Committee notes that the Government of the Isle of Man carried out its most recent population census in 2011. Census data and methodological information relating to the 2011 household and housing census has been supplied to the ILO Department of Statistics for publication on the ILOSTAT database. The Committee invites the Government to continue to provide updated data and methodology as well as to provide information on any developments in relation to the implementation of the Resolution concerning statistics of work, employment and labour underutilization (Resolution I), adopted by the 19th International Conference of Labour Statisticians (October 2013).

The Government indicates once again that time rates of wages and hours are not currently compiled but that their compilation remains under consideration. Article 9(2). Compilation of statistics of time rates of wages and normal hours of work. The Committee notes that the Government supplies the same information it provided in its previous report which contains no reply to its request. Therefore, the Committee requests the Government once again to indicate any measures taken or contemplated in order to ensure the compilation of statistics of time, wage rates and normal hours of work.
Furthermore, the Committee draws the Government’s attention to Resolution I[2] concerning the measurement of working time adopted by the 18th International Conference of Labour Statisticians (ICLS) in November–December 2008 which defines new concepts and measures in this area of statistics.
Article 13. Household income and expenditure. The Committee notes the information supplied by the Government according to which a new round of the Household Income and Income Survey was carried out in 2006–07, and the results were published in September 2008. It also notes the Government’s statement that the recommendations of the 17th ICLS Resolution regarding the frequency of the surveys is noted, but that due to resource constraints it is unlikely that the frequency will be increased at present. The Committee recalls that conducting household expenditure surveys at long intervals may not be sufficient to identify changes in the consumption pattern of the population and to update services in the CPI basket in a timely fashion. The Committee asks the Government to keep the Office informed of any development in this regard.
Article 16. Acceptance of obligations. The Committee invites the Government to continue to provide information on the possibility of accepting the obligations of Articles 7 and 11 of the Convention.

Direct Request (CEACR) - adopted 2005, published 95th ILC session (2006)

The Committee notes the Government’s report and the information it contains in response to its previous request. It asks the Government in its next report to provide additional information on the following points.

1. Time rates of wages and normal hours of workArticle 9, paragraph 2, of the Convention. The Committee notes that the compilation of statistics of time wage rates and normal hours of work is still at the planning stage. It asks the Government to indicate any measures taken in this regard.

2. Household income and expenditureArticle 13. The Committee asks the Government to indicate whether it envisages carrying out the survey of household income and expenditure at more frequent intervals. It draws the Government’s attention to the resolution concerning household income and revenue statistics adopted in 2003 by the Seventeenth International Conference of Labour Statisticians, which proposes that such a survey should be undertaken at intervals not exceeding five years.

3. Unaccepted obligationsArticle 16. The Committee invites the Government to continue to provide information on the possibility of its accepting the obligations of Articles 7 and 11 of the Convention.

Direct Request (CEACR) - adopted 2000, published 89th ILC session (2001)

The Committee notes the Government’s report and, in particular, the Statistics Bill which will make the employers’ cooperation in the Earnings Survey compulsory. The Committee also notes the comments of the Trades Council on the Earnings Survey attached to the Government’s report, which includes criticism as to the accuracy and reliability of the survey results. It asks the Government to keep it informed of developments concerning the promulgation of the Statistics Bill, and encourages it to make efforts (i) to improve the response rate of the annual survey in the private sector and (ii) to compile, periodically, in-depth and more extensive surveys, which would provide more detailed data on earnings and hours of work.

The Committee asks the Government to provide further information on the following points.

Article 8 of the Convention.  The Committee notes the Government’s indication that the experimental questions included in the 1996 Census, in an attempt to implement the ILO definition of unemployment, met with mixed results and that difficulties were encountered. At this point, the Committee recalls that the Government indicated in the previous report that "any comments from the ILO would be welcomed". It asks the Government to address this question directly to the ILO Bureau of Statistics, and to ask the Bureau to provide to the Government any necessary assistance on this point.

Article 9, paragraph 2.  The Committee notes the Government’s indication in its report that the possibility of compiling statistics for time rates of wages and normal hours of work remains under consideration. It asks the Government to keep the ILO informed of any future developments in this respect.

Article 13.  The Committee notes that analysis and publication of the 1995-96 Family Expenditure Survey has been delayed. It asks the Government to forward to the ILO the publication of both the results and the full methodological description of the 1995-96 survey as soon as they become available.

Article 16.  The Committee notes the Government’s indication that if the Government were to accept the obligations of Article 11, this would require an extension of the Statistics Bill to cover data collection on labour cost and, at present, this appears to be highly unlikely. The Committee asks the Government to keep the Office informed of any future developments in this area.

Direct Request (CEACR) - adopted 1997, published 86th ILC session (1998)

The Committee notes the Government's report and, in particular, the information concerning Articles 3, 8, 14 and 15 of the Convention and the attached statistical information.

Article 5 of the Convention. The Committee requests the Government to continue to supply the published statistics to the ILO as soon as practicable in accordance with this Article.

Article 9(2). The Committee notes that the Government does not consider it appropriate to undertake a survey on time-rates of wages and normal hours of work. It asks the Government to supply information on any development in this regard.

Article 13. The Committee requests the Government to transmit to the ILO, in accordance with Articles 5 and 6 of the Convention, the publication of both the results and the full methodological description of the 1995-96 survey of household income and expenditure.

Article 16(4). The Committee notes with interest that the Government has been verbally requested by the Trades Council at the Manx National Economic Development Council to compile statistics of labour cost and that this request is under consideration. It asks the Government to continue to provide information on the statistics covered by Articles 7 and 11.

Direct Request (CEACR) - adopted 1995, published 83rd ILC session (1996)

The Committee notes the Government's first report.

Article 3 of the Convention. The Committee draws the Government's attention to the need for consulting the representative organizations of employers and workers with regard to the statistics covered by the Convention so as to take into account their needs and to ensure their cooperation, and asks it to supply information on such consultations.

Article 5. The Committee requests the Government to supply the published statistics to the ILO as soon as practicable in accordance with this Article, for instance: "Isle of Man Census Report 1991 Volume 1 (1991) and Volume (2)" (Article 8); monthly Retail Price Indices (All items and food group) (Article 12); and "Isle of Man Family Expenditure Survey 1988/89" (1991) and any similar subsequent reports.

Article 8. The Committee hopes that the Government will include the "availability criterion" in the definition of unemployment in the questionnaire for the next census in order to fulfil fully the requirements of this Article, even if it retains, for historical comparisons, the one based on two criteria only.

Article 9(2). The Committee notes that the Government has not considered it appropriate to undertake a survey on time-rates of wages and normal hours of work but that this will be considered in the future. It asks the Government to supply information on any development in this regard.

Article 14. The Committee asks the Government to indicate whether data relating to workdays lost from occupational injuries are available and any measures taken to compile such data. If a standard form exists for the purpose of obligatory reporting of occupational injuries and diseases, please send a copy.

Article 15. The Committee asks the Government to supply more substantial methodological information, particularly with regard to reporting and data collection procedures as to industrial disputes.

Article 16(4). The Committee requests the Government to continue to provide information on the statistics covered by Articles 7 and 11, which were excluded from the acceptance of obligations, including any statistics compiled and the methodological descriptions.
