Direct Request (CEACR) - adopted 2022, published 111st ILC session (2023)

Articles 1 and 2 of the Convention. Contribution of the employment services to employment promotion. The Committee notes with interest the detailed information provided by the Government, including detailed statistics contained in the 2020 annual report of the Employment, Training and Vocational Integration Service (SEFI). It notes in particular the information on the activities of SEFI, carried out under the authority of the Ministry of Labour, which consist inter alia of preparing and implementing guidance from the Government of French Polynesia regarding employment, training and vocational integration. In this regard, the Committee refers to its comments on the application of the Employment Policy Convention, 1964 (No. 122), and notes that the 2020 annual report describes numerous operational missions carried out by SEFI for the benefit of jobseekers and enterprises, particularly providing personalized support for jobseekers, including persons with disabilities, and putting in place emergency mechanisms to protect waged jobs and unemployed persons during the 2020 health crisis. The report indicates, in particular, that in 2020 a total of 5,613 new jobseekers registered with SEFI (an increase of 16 per cent) in order to receive support in finding a job, enrol in training or benefit from an employment assistance measure. As regards the public employment offices, the Committee notes that French Polynesia currently has a free public service with 96 employees with headquarters in Papeete and branch offices in Tahiti, Moorea, Raiatea and also district representation in the Marquesas islands, the Austral islands and Tuamotu-Gambier. It further notes that each year SEFI welcomes trainers from the metropolitan service to train its own advisers. The Committee requests the Government to continue providing information on the activities carried out by the Employment, Training and Vocational Integration Service (SEFI).
