The Committee notes the information provided by the Government, which answers the points raised in its previous direct request and has no further matters to raise in this regard.

Direct Request (CEACR) - adopted 2014, published 104th ILC session (2015)

Article 7 of the Convention. Statistical information. Application of the Convention in practice. The Committee notes with satisfaction the Government’s indication that a system for the collection of statistical information has been established further to the adoption of a model statistical report covering the four components of decent work namely employment, core labour standards, social protection and social dialogue. This model enables labour inspectors to send collected data to the Directorate of Labour Statistics and Studies, which compiles and utilizes them. It also notes that the established mechanism allows the employer, worker or staff representative to notify the labour administration of any industrial accidents or cases of occupational disease. According to the Government’s report, no cases of lead poisoning have been reported to the labour inspectorate or Social Security Fund, which is the institution responsible for recording occupational diseases and dealing with compensation for them. The Committee requests the Government to continue to supply statistical information relating to the application of the Convention in practice. It also requests the Government to supply, if available, relevant extracts from the reports of the inspection services.

Article 7 of the Convention. Statistical information. With reference to its previous comments, the Committee notes the information contained in the Government’s brief report to the effect that statistics are not yet available but that discussions on the setting up of a system for the collection of statistical information enabling the identification of cases of morbidity and mortality due to lead poisoning among working painters are underway. The Committee requests the Government to supply information on the progress made regarding the setting up of a system for the collection of statistical information enabling, among other things, the identification of cases of morbidity and mortality due to lead poisoning among working painters in order to give full effect to Article 7 of the Convention. Pending the setting up of such a system, the Committee requests the Government to supply information on this issue from other sources, such as labour inspection.

The Committee notes that the Government’s report has not been received. It must therefore repeat its previous observation which read as follows:

Article 7 of the Convention. Statistical information. With reference to its previous comments, the Committee notes the information contained in the Government’s brief report to the effect that statistics on cases of morbidity and mortality due to lead poisoning among working painters are not available at the Social Security Office, the body responsible for dealing with occupational diseases. The Government indicates that this situation is due, firstly, to the fact that occupational diseases are not declared by the employers or workers concerned and, secondly, to the lack of studies in this very complex sector of activity, in which workers do not make the connection between their work and the disease, which, if necessary, may be declared several years after they have stopped working. However, the Government refers to just one case of work-related asthma developed by a working painter as a result of his employment recorded by the Social Security Office. The Committee would like to remind the Government once again that it has been asking it to supply statistical information since 1981. The Committee requests the Government to take all appropriate steps to develop a system for the collection of statistical information enabling, among other things, the identification of cases of morbidity and mortality due to lead poisoning among working painters in order to give full effect to Article 7 of the Convention.

The Committee hopes that the Government will make every effort to take the necessary action in the very near future.

Article 7 of the Convention. Statistical information. With reference to its previous comments, the Committee notes the information contained in the Government’s brief report to the effect that statistics on cases of morbidity and mortality due to lead poisoning among working painters are not available at the Social Security Office, the body responsible for dealing with occupational diseases. 1. The Committee notes the information contained in the Government’s last report, to which are annexed Orders No. 8822 of 14 November 1955, establishing the precautions to be taken for the protection of workers performing painting operations and applying varnish using sprays, and No. 8827 of 14 November 1955, establishing the specific health measures applicable in French West Africa in establishments in which the personnel is exposed to lead poisoning.

The Government indicates that such statistics will be supplied to the Committee once they have been collected and compiled. The Committee is bound once again to express the firm hope that the Government will provide statistical data in the very near future, in accordance with Article 7 of the Convention.

With reference to its previous comments, the Committee notes the brief report provided by the Government in which it confines itself to reiterating the indications already given in its previous reports, namely that the statistics requested in the report form in relation to Article 7 of the Convention are in the process of being compiled, according to recent information from the Social Security Fund, and that they will be supplied to the ILO as soon as they are available. The Committee therefore trusts that the Government will make every effort in the very near future to provide statistics on cases of morbidity and mortality resulting from lead poisoning among working painters, in accordance with Article 7 of the Convention.

The Committee notes the brief information in the Government’s report concerning the morbidity and mortality statistics in respect of lead poisoning required in respect of Article 7 of the Convention by the report form. The Government indicates that the statistical information is in the process of being compiled and, once complete, will be sent to the ILO. The Committee therefore reiterates the hope that the Government will be in a position to send the requisite statistics in the near future.
