Direct Request (CEACR) - adopted 2023, published 112nd ILC session (2024)

Article 1 of the Convention. Legislation. The Committee notes that the Government refers to national laws and rulebooks which give effect to the Convention. It observes in this regard the regular reference made, among other texts, to the Law on inland and maritime navigation in the Federation of Bosnia and Herzegovina (Official Gazette, No. 73/05), the Law on Inland Navigation (Official Gazette of the Republic of Srpska, No. 54/19), and several rulebooks relating to protective measures in inland waterway transport and port work. Recalling that the Convention is applicable to maritime and inland waterway transport, the Committee requests the Government to specify the relevant provisions of the national law and rules that give effect to Article 1 of the Convention on the marking of packages weighing one metric ton or more for transport, and to provide a copy.

The Committee notes that the Government in its first report on the application of the Convention indicates that effect is given to the Convention, inter alia, by the Act of 21 December 2005 on internal and maritime navigation (Text No. 927). As the relevant legislation has not been available to the Committee, it requests the Government to provide further information on measures taken to give effect to this Convention. With reference to its general observation on the application of this Convention in 2007, the Committee also requests the Government to provide information on the manner in which the Convention is applied in relation to modern methods of cargo handling, with particular reference to containers, and to indicate any difficulties encountered in this regard.
