Allegations

The complainant organizations allege that in regulating conditions of employment by decree and in the absence of collective agreements in the central administration the Government is in breach of Conventions Nos. 151 and 154. In addition, the complainant organizations dispute the Government’s decision to declare an animal health division an essential service during an epidemic of foot-and-mouth disease.
