Allegations

1) Allegations relating to legal issues: the Common Statute of Civil Servants is incompatible with Conventions Nos. 87 and 98, as it does not guarantee the rights of public employees to form trade unions and to conduct collective bargaining nor does it ensure the protection of trade union leaders and members against anti-union discrimination; (2) allegations relating to factual issues: in specific instances, the complainant was prevented by the local public authorities and the police from holding meetings relating either to its internal organization or to its activities.
