Allegations

The complainant alleges that the labour relationship of 36 employees of the Municipality of Villavicencio, who were entitled to legal, constitutional and international protection of their right to join a trade union, was terminated on the grounds that their posts had been suppressed pursuant to Municipal Decrees Nos 176 of 29 December 1997 and 116 of 12 June 2001
