- 76 The World Federation of Trade Unions, in its complaint, challenges the legality of the Order of 24 January 1951 of the Ministry of the Interior whereby the authorisation previously granted to the World Federation of Trade Unions to establish its headquarters in France was withdrawn, on the ground that the Order is contrary to the laws and Constitution of France and in violation of trade union rights.

- 77 The French Government, in its reply, states that the withdrawal of the authorisation of the W.F.T.U. to establish its headquarters in Paris has already been the subject of discussions in the Economic and Social Council and in the International Labour Conference and that the arguments there advanced by the French delegates to the effect that the measure complained against did not constitute a violation of international law but was a measure of a domestic nature subject to the absolute sovereignty of the French State were endorsed by a large majority in both international institutions.

In view of discussions on this subject which have already taken place in the Economic and Social Council and in the International Labour Conference, and the conclusions reached by these bodies, the Committee recommends that further examination of the matter by the Governing Body would be inappropriate.
