- 114 Mr. J. G. Espejo, Secretary-General, and Mr. F. Soto, Assistant Secretary of the General Confederation of Labour of the Argentine Republic, writing as interpreters of a request expressed by members of Hungarian origin belonging to the Confederation, sent a communication on 22 October 1951 to the Director-General, requesting the I.L.O to take steps to put an end to the mass deportation of Hungarian workers to Russia, deportations which, if they were proved, would constitute a flagrant violation of the most elementary human rights.

- 116. The present request concerns alleged deportations of workers. The complainant does not state that this measure is related to any trade union activity. It is a question, therefore, as the authors of the complaint themselves emphasise, of a case of alleged violation of human rights and not of freedom of association as such.
- 117. In these circumstances it would not appear to be advisable to transmit the communication to the Hungarian Government in accordance with the procedure for cases concerning freedom of association. In this connection it will be recalled that another communication alleging infringements of freedom of association presented by the International Confederation of Free Trade Unions has already been communicated to the Hungarian Government. It would, on the other hand, seem appropriate that the Governing Body should draw this communication to the attention of the Ad Hoc Committee on Forced Labour set up jointly by the United Nations and the International Labour Organisation, and the Committee so recommends.
