1. 213. The Committee has already submitted several interim reports on this case to the Governing Body in paragraphs 136 to 243 of its 67th Report, paragraphs 280 to 284 of its 70th Report, paragraphs 222 to 271 of its 76th Report and paragraphs 122 to 126 of its 87th Report.

A. A. The complainants' allegations

1. 214. When it last examined the case at its session in February 1966, the Committee recommended the Governing Body, in paragraph 126 of its 87th Report, which was approved by the Governing Body at its 164th Session (February-March 1966):
   • (a) to take note of the Government's statement that a joint working party has been established for the purpose of considering the practicability of setting up national negotiating machinery for bank employees and that it has made progress in its discussions;
   • (b) to thank the Government for this information and to request it to be good enough to continue to keep the Governing Body informed of further developments in the matter.
2. 215. These conclusions were brought to the attention of the Government, which summed up the present situation in a communication dated 19 October 1967.
3. 216. In this communication the Government states that representatives of employees and employers in the banking industry who have been engaged in discussions concerning the practicability of setting up national negotiating machinery have not been able to secure an agreement on this matter and that the negotiations have been discontinued. The Government further states that the Minister of Labour has held discussions with representatives of each of the three parties concerned. While it has been concluded that there is no immediate prospect of resuming these negotiations, it is expected that a further opportunity for reviewing the position will arise when the Royal Commission on Trade Unions and Employers' Associations has reported. This report is expected within the next few months.

The Committee's recommendations

1. 217. In these circumstances the Committee recommends the Governing Body:
   • (a) to take note of the information analysed in the preceding paragraph;
   • (b) to request the Government to continue to keep the Governing Body informed of further developments in the matter.
