The Committee notes that the Government's report contains no reply to previous comments. It hopes that the next report will include full information on the matters raised in its previous direct request, which reads as follows:

Article 2 of the Convention. The Committee notes the Government's indication in the report concerning the elaboration by the National Institute for the Protection of Disabled Persons (INPRO) of a draft National Plan for disabled persons which will be brought for consideration to all public and private institutions concerned and to all interested persons in general. It would be grateful if the Government would provide more detailed information about the elaboration of the draft National Plan and asks the Government to supply its text as soon as it is adopted. Please continue to provide information on the implementation and periodic revision of the national policy on vocational rehabilitation and employment of disabled persons, in accordance with this Article.

Article 3. The Committee notes that among the functions of the INPRO provided for in Act No. 780 of 1979 on the establishment of this organization there are those concerning the procurement of placement to disabled persons both in the public administration and in the private sector (section 9(j)) and the promotion of legislation relating to tax privileges in favour of employers who provide employment for the disabled (section 11(d)). It would be grateful if the Government would describe in more detail the above-mentioned functions of the INPRO and their implementation in practice. Please describe any other measures taken or envisaged in order to promote employment opportunities for disabled persons in the open labour market.

Article 5. Please describe the manner in which representative employers' and workers' organizations, and representative organizations of and for disabled persons, are consulted on the implementation of the national policy on vocational rehabilitation and employment of disabled persons, in accordance with this Article.

Article 7. The Committee notes the provisions of Chapter III of Act No. 780 referred to above, according to which the INPRO shall provide rehabilitation, employment and other related services to disabled persons, as well as the provisions of Chapter IV of the same Act concerning the establishment within the framework of the INPRO of various centres and services for the disabled which shall function under regulations issued by the INPRO. It would be grateful if the Government would describe in more detail the services established to provide vocational guidance, vocational training, placement and employment for disabled persons. Please also supply a copy of the regulations governing these services referred to above.

Article 8. The Government indicates in its report that the INPRO has adopted a strategy of decentralization with three levels of operation, of which the first is community-based rehabilitation. Please describe measures taken or envisaged in order to promote the establishment and development of vocational rehabilitation and employment services for disabled persons in rural areas and remote communities.

Article 9. The Committee notes the provision of section 9(l) of Act No. 780, according to which the INPRO shall perform and promote training of specialized staff. Please indicate the measures taken by the INPRO to ensure the availability of suitably qualified vocational rehabilitation staff, in accordance with this Article and the provision of the national legislation referred to above.

Point V of the report form. Please provide information on the practical application of the Convention, including for example statistics, extracts from reports, studies and inquiries, concerning the matters covered by the Convention (for example, with respect to particular areas or branches of activity or particular categories of disabled workers).
