Article 1 of the Convention. Formulation and implementation of education and training policies. The Committee notes the Government’s first report on the application of the Convention received in August 2012. The Government describes the legal framework for vocational training and refers to the bodies responsible for implementing government policy. The Committee also notes the adoption in 2008 of the national policy for technical and vocational education and training. It would appear that an initial plan of action for implementation covering the 2011–15 period has been adopted under the national policy. The information sent in the report refers only to the public service. The Committee invites the Government to describe in its next report the existing machinery for the development of comprehensive and coordinated policies and programmes of vocational guidance and vocational training, indicating, in particular, the way in which effective coordination is assured and the manner in which the policies and programmes are linked with employment and the public employment services. In this regard, the Committee refers to its direct request relating to the application of the Employment Policy Convention, 1964 (No. 122). It invites the Government to describe in its next report on Convention No. 142 the programmes being implemented and to indicate how account is taken of the factors referred to in Article 1(2)–(4). The Committee further invites the Government to indicate the measures taken with a view to encouraging and enabling all persons, on an equal basis and without any discrimination whatsoever, to develop and use their capabilities for work in their own best interests and in accordance with their own aspirations.
Article 2. Vocational education and training systems. The Committee notes that the “Strategy for accelerated growth and sustained development 2011–15” (SCADD) refers to the absence of links between informal and formal education and the fact that apprenticeships are not geared to the needs of the labour market. The Committee invites the Government to describe in its next report the systems of general, technical and vocational education, educational and vocational guidance and vocational training. The Committee also invites the Government to provide information on the measures taken or envisaged with a view to addressing the deficiencies referred to in the SCADD.
Article 3. Information for vocational guidance. The Committee notes the Government’s indications relating to the vocational training given to public servants comprising initial and further training. It also notes that the National Employment Policy (PNE) refers to the setting up of the National Employment and Vocational Training Observatory (ONEF), whose work includes making a census of training establishments. The Committee invites the Government to indicate in its next report the measures which ensure that comprehensive information and the broadest possible guidance are made available to the persons concerned. It also invites the Government to include information in its next report on any extensions of the vocational guidance system (Article 3(1)). The Committee also invites the Government to describe the type of information made available for vocational guidance purposes and to supply copies of the available documentation (Article 3(2) and (3)).
Article 4. Lifelong training. The Committee notes that the national policy provides, among other things, for the diversification of spheres, locations and modes of training. The Committee invites the Government to indicate the measures taken to extend vocational training systems to cover fields of economic activity not previously within their scope and to ensure that they are adapted to the changing needs of individuals throughout their life, and also to those of the economy and of the different branches of economic activity.
Article 5. Cooperation with employers’ and workers’ organizations. The Committee notes the conclusion of the national policy for technical and vocational education and training that there is a need for a coherent comprehensive steering system based on partnership. The Committee further notes that the social partners are represented on the National Commission for Technical and Vocational Education and Training, an advisory body that provides guidance, forecasts and support for government decision-making in the implementation of national policy. The Committee invites the Government to provide examples of the manner in which the cooperation of employers’ and workers’ organizations and, as appropriate, other interested bodies is ensured in the formulation and implementation of vocational guidance and training policies and programmes.
Part VI of the report form. Application in practice. The Committee invites the Government to supply in its next report extracts from reports, studies and surveys, statistics, etc., relating to vocational guidance and training policies and programmes that are being implemented.
