Article 1 of the Convention. Implementation of policies and programmes of vocational guidance and training. In reply to the previous comments, the Government indicates in its report that activities were undertaken in 2012 to increase the supply of training, improve its conditions, and strengthen and develop the national education’s student guidance system. The Government indicates that the “list of vocational training and education specializations” is aimed at adapting the supply of training to the economic sector’s needs in terms of skills and qualifications. This list is therefore subject to change, as it is periodically revised and improved. The Committee notes that the vocational guidance system has been strengthened by the establishment of mixed information and guidance offices in national education establishments. Moreover, counselling and guidance units have been set up in vocational training and education establishments. Algeria has 586 such units in the 48 wilayas (administrative unit of the State). As to the “literacy/skills mechanism”, the Government reports that since its launch in 2010, more than 14,000 young literate persons received training. The Committee notes that approximately 174,021 persons obtained diplomas (74,954 graduates following residential training, 79,601 following apprenticeships and 1,576 following distance learning) in 2013. The Committee refers to its comments on the Employment Policy Convention, 1964 (No. 122), and invites the Government to continue providing information on Convention No. 142 on the manner in which it ensures effective coordination between the policies and programmes of vocational guidance and vocational training implemented, on the one hand, and employment and public employment services, on the other (Article 1(1)–(4) of the Convention). Please also include updated information on the systems of general, technical and vocational education, educational and vocational guidance and vocational training (Article 2).
Article 3(1). Extension of systems of vocational training to persons in difficulty. In reply to the previous comments, the Government recalls that the organization of vocational training for particular categories is regulated by Ministerial Order No. 24 of 23 January 2001. The Committee invites the Government to indicate the effective contribution of the various measures adopted to integrate persons in difficulty into the labour market. It also invites the Government to supply a copy of the abovementioned Ministerial Order, and reiterates previous requests made for information about vocational training for women, particularly housewives.
Article 5. Cooperation of employers’ and workers’ organizations. The Government indicates that the Partnership Council on Vocational Training and Education created in May 2009 and established in January 2011 has set up ten specialized technical committees bringing together the main occupations. These committees have been entrusted, inter alia, with examining the “list of vocational training and education specializations” to give their views on its adaption to the needs of the various occupations. Moreover, at the local level, the Government reports the establishment of wilaya partnership commissions that are responsible, inter alia, for developing intersectoral cooperation through the planning and programming of training activities. The Committee notes the signature of the Economic and Social Growth Pact on 23 February 2014 and highlights the tripartite commitments made for the development of human resources. A framework agreement for the development of professional qualifications and the strengthening of workers’ skills has also been the subject of a tripartite agreement signed on 15 September 2014. The Committee invites the Government to continue providing information on the cooperation of employers’ and workers’ organizations in the formulation and implementation of vocational guidance policies and programmes.
