Article 5 of the Convention. Promotion of collective bargaining. The Committee notes the Government’s information on the promotion of collective bargaining, particularly by means of circulars and training programmes for labour inspectors to make the social partners aware of the importance of collective bargaining and its positive repercussions on labour relations in the enterprise. The Committee notes that the Government nevertheless considers the number of signed collective agreements to be too low and that, in 2013, the social partners opted even more for Memoranda of Understanding (MoUs) to settle labour disputes. According to the statistics provided by the Government, 364 MoUs were signed in 2013, the majority of which were in the services, construction and textiles sectors. The Committee encourages the Government to continue taking all the necessary steps, especially together with the social partners at the national level but also at the sectoral level, to promote collective bargaining and create awareness of the advantages of collective agreements. It also requests the Government to continue providing statistics on the number of collective agreements and other agreements concluded in the various branches of economic activity.
