The Committee last examined this case, which concerns the repeated refusal of the Government to appoint representatives of the Trade Union Confederation of Workers of Mali (CSTM) to the Economic, Social and Cultural Council (CESC) and to national tripartite consultation bodies in general, at its June 2018 meeting [see 386th Report, paras 47–50]. On that occasion, the Committee regretted that the Government had still not decided to follow the recommendations concerning the CSTM’s participation in the CESC. The Committee also regretted that no tangible progress had been made in organizing the professional elections for which the social partners had called unanimously. It was, however, encouraged by the Government’s statements regarding the submission to the Council of Ministers of a road map on the elections.
  2. 33. In a communication dated 29 January 2020, the Government reiterated its intention to organize professional elections in full transparency, in collaboration with trade unions, but noted that the unions were unable to agree on a threshold for representation.
  3. 34. The Committee deeply regrets that, ten years since it issued its first recommendations on the matter, and despite a high-level mission in 2015, professional elections for trade union representation have still not been held. The Committee fully expects the Government to take all necessary measures with a view to moving forward on this case, and to keep it informed of any progress made.
