Currently, the Agreements for the main ROs have not been re-drafted to include MLC inspections. Inspection and certification of UK registered ships are carried out by Maritime and Coastguard Agency surveyors.
At the present time the UK only uses Small Commercial Vessel Certifying Authorities (CA) for maritime labour inspection purposes for vessels under 24 metres. If the vessel owner opts to be issued with a Maritime Labour Certificate, this must be issued by the MCA (the competent authority) on the basis of the CA's inspection report. The Agreements with the CAs have been amended to reflect this. The Recognised Organisations and Small Commercial Vessel Certifying Authorities (CA) used for maritime labour inspection purposes for vessels under 24 metres are authorised under individual Agreements between the MCA and each Authority.
