  1. 63. This matter was previously considered by the Committee at its session in February 1968, when it reached the conclusions set forth in paragraphs 80 to 86 of its 103rd Report; this Report was adopted by the Governing Body at its 171st Session (February-March 1968).

  1. 64. Two complaints had been made by the International Federation of Christian Trade Union (I.F.C.T.U.) and by the Brotherhood of Asian Trade Unionists, alleging that trade union leaders had been arrested. As the Government's observations had shown that the persons concerned had been released, the Committee had made its final conclusions on the case, in which it recommended the Governing Body to decide that it called for no further examination.
  2. 65. However, in a communication dated 8 March 1968, the I.F.C.T.U has since alleged that a further arrest has been made, namely that of Mr. Vo Van Tai of the Vietnamese Confederation of Labour. This further allegation was brought to the notice of the Government, which furnished its observations in a communication dated 18 May 1968.
  3. 66. In these observations, the Government indicates firstly that " the security action taken against Mr. Vo Van Tai had nothing to do with his activities as a trade unionist ". It goes on to state that Mr. Vo Van Tai has now been released and has resumed his activities as General Secretary of the Saigon-Cholon Trade Union Confederation.

  1. 67. In these circumstances the Committee considers that no useful purpose would be served in pursuing the matter further, and recommends the Governing Body to decide that it does not call for further examination.
