Recognized organisations are not authorized to act under the MLC, 2006. Sections 3 and 4 of Royal Decree No. 357/2015 provide that the Directorate-General for Merchant Shipping is competent for DMLC and Maritime Labour Certificate and MLC, 2006 related inspections are divided between the Inspection of Labour and Social Security, the Directorate-General for Merchant Shipping and the ISM.
