The Committee requests the Government to provide information on the following points:
Article 3, paragraph 2(a), of the Convention. The Committee requests the Government to indicate the provisions adopted or envisaged to give effect to this provision of the Convention.
Article 6, paragraph 9. The Committee requests the Government to indicate the provisions adopted or envisaged to prohibit the use of lime wash in crew accommodation.
Article 6, paragraph 10. The Committee requests the Government to indicate the measures taken to guarantee the application of this provision.
Article 6, paragraph 11. The Committee notes that section 215-1.03, paragraphs 6 and 6.1, of the Regulations attached to the Ministerial Decree of 23 November 1987 relating to the safety of vessels does not refer to the approval of the material for and construction of decks. The Committee would be grateful if the Government would indicate the measures taken or envisaged to guarantee the application of this Article.
Article 9, paragraph 1. The Committee notes that section 215-1.06, paragraph 2, of the Regulations allows special exemptions for certain vessels with particular features. It would be grateful if the Government would indicate which vessels are covered by this provision and, where necessary, the number of authorizations granted in the past few years.
Article 10, paragraph 10, and Article 13, paragraph 6. The Committee notes that section 215-1.07, paragraph 6, of the Regulations does not provide for consultation with the organizations of shipowners and/or the shipowners and the bona fide trade unions of seafarers. The Committee requests the Government to indicate the measures taken or envisaged to ensure consultation with and/or the participation of organizations of shipowners and/or the shipowners and the bona fide trade unions of seafarers with a view to the application of these Articles of the Convention.
Article 10, paragraph 11. The Committee notes that section 215-l.08, paragraph 6, of the Regulations only applies this article to vessels with a gross weight of under 500 tons. The Committee requests the Government to indicate the measures envisaged with a view to applying this provision also to vessels of over 500 tons.
Article 11, paragraph 3(c)(ii). The Committee notes that section 215-1.09, paragraph 1.2, of the Regulations, which provides for a single mess room for deck and engine department petty officers and other ratings, does not refer to the participation of shipowners and/or the organizations concerned, and the bona fide seafarers' organizations concerned. The Committee requests the Government to indicate the measures taken or envisaged to guarantee the application of this Article.
Article 14, paragraph 7. The Committee observes that in the technical regulations attached to the Order of 1 September 1971, a chapter devoted to medical service includes provisions on the approval of medical and pharmaceutical equipment. The Committee requests the Government to indicate whether such provisions are also contained in the technical regulations attached to the Order of 23 November 1987 and, if so, to send a copy of these provisions to the Office.
