Articles 10, 14, 16, 20 and 21 of the Convention. Number of labour inspectors and inspection visits. Notification of industrial accidents and cases of occupational disease. Annual report on the work of the inspection services. Further to its previous comment, the Committee notes the updated statistical information provided by the Government on the activities performed by the Health and Safety at Work Inspectorate (HSWI) between June 2019 and May 2023, in particular with regard to: the number of labour inspectors (six inspectors employed in 2023); inspection visits (1,120 visits carried out from 2019 to 2023); premises covered by the HSWI (more than 3,000 in 2023); number of accidents, diseases and dangerous occurrences at workplaces; and number of registers of improvement and prohibition notices (8 and 9, respectively, between June 2019 and May 2023). In addition, the Committee notes the Government’s indication that, due to a major Departmental restructure whereby the responsible reporting officer retired from the Department, labour inspection reports have not been published since 2020. The Government further indicates its commitment to ensure the compilation, publication and transmission to the ILO of inspection reports. The Committee further notes the Government's indication that information on some of the subjects listed on Article 21 of the Convention are already available on the Government's website, such as: (i) laws and regulations relevant to the work of the inspection service; (ii) staff of the labour inspection service; (iii) statistics of workplaces liable to inspection and the number of workers employed therein; (iv) statistics of violations and penalties imposed; (v) statistics of industrial accidents; and (vi) statistics of occupational diseases. In the absence of information in this regard, the Committee once again requests the Government to provide information on the inspection powers and activities of the Environmental Health Officers. Furthermore, the Committee requests the Government to: (i) provide information on the measures adopted in order to ensure, in the near future, the publication and transmission to the ILO of the annual report on the work of the inspection services, in accordance with Article 20 of the Convention; and (ii) ensure that this report contains information on all the subjects listed in Article 21(a)–(g).
In addition, the Committee recalls the pending comment regarding the Labour Administration Convention, 1978 (No. 150), adopted by the Committee in 2020, for which the Government will be requested to reply in 2026 in accordance with the reporting cycle.
