Article 7(2) of the Convention. Effective and time-bound measures. Clause (c). Ensure access to free basic education, and whenever possible, vocational training for children removed from the worst forms of child labour. With reference to its previous comments, the Committee notes with interest the Government’s indication that it has adopted Decree No. 11,479/2023 on the right of adolescents and young adults to training through the vocational apprenticeship programme, which provides that, in hiring trainees, priority shall be given to adolescents between the ages of 14 and 18 in vulnerable circumstances and those at social risk, among others, young adults and adolescents who previously engaged in child labour (section 53). The Government adds that the labour inspectorate conducts inspections, provides guidance and encourages enterprises to meet the hiring quotas for trainees. The Committee encourages the Government to continue taking measures in this regard.
Clause (d). Children at special risk. Orphans and other vulnerable children due to HIV/AIDS. The Committee notes with regret that once again the Government has not provided any information on the measures taken to protect HIV/AIDS orphans. It notes that according to information of UNAIDS, the number of people infected with HIV increased from 900,000 in 2018 to 1,000,000 in 2023. Therefore, the Committee once again requests the Government to provide information on the measures taken to ensure that children orphaned by HIV/AIDS are prevented from being engaged in the worst forms of child labour.
