Labour Inspection Convention, 1947 (No. 81) - Comoros (Ratification: 1978)

The Committee notes the observations of the Workers Confederation of Comoros (CTTC), received on 26 July 2025.
Articles 6, 7, 10, 11 and 16 of the Convention. Status and conditions of service of labour inspectors. Recruitment and training. Personnel, material resources of labour inspection services and inspections. Further to its previous comments, the Committee notes the Government’s indications in its report, according to which it reaffirms its commitment to ensuring the effective application of the legal provisions relating to work, in particular by gradually strengthening the capacities of the Labour Inspectorate. The Government also indicates that, within the framework of the Decent Work Country Programme (DWCP) 2024–26, several priority actions were defined, in particular strengthening the human and material resources of the Labour Inspectorate, and improving the legal framework governing that structure. The Committee particularly notes that the Decent Work Country Programme (DWCP) sets the objective of having, by 2026, seven labour inspectors and six controllers who are trained, in post and operational. The Committee also notes the Government’s indications that, while the draft Order issuing the conditions of service of labour inspectors and controllers was approved by the Council of Ministers in 2019, its official signature remains pending. In this regard, the Committee notes that the CTTC repeats its previous observations concerning the insufficient number of labour inspectors and their low level of qualification, and that it adds that the independence of the Labour Inspectorate is being called into question because it is prohibited from meeting with airport workers who have been unfairly dismissed in order to examine their complaints. The Committee requests the Government to provide its comments in this regard. The Committee also requests the Government to take the necessary measures within the framework of the Decent Work Country Programme (DWCP) 2024–26 to ensure that the number of labour inspectors is sufficient to secure the effective discharge of the duties of the inspectorate and that workplaces are inspected as often and as thoroughly as is necessary to ensure the effective application of the relevant legal provisions. The Committee also requests the Government to provide information on: (i) the number of labour inspectors and controllers in post; (ii) the number of inspections conducted; and (iii) the training provided to labour inspectors, with an indication of the duration of training courses, the number of participants and the subjects covered. The Committee also requests the Government to provide information on any progress achieved regarding the signature of the Order issuing the conditions of service of labour inspectors and controllers, and to provide a copy as soon as it has been signed.
Articles 19, 20 and 21. Periodical reports and the annual report on the work of the inspection services. In its previous comments, the Committee noted the observations of the CTTC, according to which no labour inspection reports from recent years and no information on the activities conducted by labour inspectors on each island are available. Noting the absence of new information in this regard, the Committee requests the Government to take the necessary measures to publish annual reports on the activities of the Labour Inspectorate and to transmit them to the ILO, in accordance with Article 20, and to ensure that they contain information on all the items listed in Article 21(a)–(g) of the Convention. The Committee once again requests the Government to provide information on the submission to the central inspection authority of periodical reports on the results of the inspection activities of labour inspectors, in accordance with Article 19 of the Convention. The Committee recalls that the Government may avail itself of the technical assistance of the Office in this regard.
