Articles 6 and 7(2)(b) of the Convention. Programmes of action, effective and time-bound measures to provide direct assistance for the removal of children from the worst forms of child labour, as well as for their rehabilitation and social integration. Trafficking. The Committee notes the Government’s indication in its report that, in May 2024, an Interdepartmental Commission on Combating Trafficking in Persons was established by Presidential decree. The Government further indicates that the National Action Plan (NAP) to Combat Trafficking in Persons for 2024–2028, drawn up with the technical assistance of the International Organization for Migration, is currently under consideration. The Government also indicates that the NAP to Combat Trafficking in Persons for 2024–2028 includes measures to effectively prevent and combat trafficking in women and young persons, and build the capacity of national partners, enforcement agencies, and civil society organizations on issues related to trafficking in persons. As reported by the Government, according to law enforcement agencies, to date, no criminal proceedings have been initiated for cases of child trafficking.
The Committee notes that, in its 2024 concluding observations, the United Nations on the Elimination of Discrimination against Women expressed concern regarding the low rates of early identification of victims of trafficking, and of investigations, prosecutions and convictions in cases of trafficking in persons, particular women and girls, as well as the lack of State-funded victim support services and rehabilitation programmes (CEDAW/C/TKM/CO/6, para. 29). The Committee requests the Government to provide information on the adoption and implementation of the new NAP to Trafficking in Persons, as well as the measures taken or envisaged to prevent the trafficking of children, and to ensure that child victims of trafficking benefit from the appropriate rehabilitation and integration services.
Article 7(2). Effective and time-bound measures. Clause (d). Identifying and reaching out to children at special risk. Increase of child vendors and beggars. The Committee notes the Government’s indication that the National Action Plan for Children’s Rights for 2023–28 includes measures to prevent minors’ involvement in hazardous work, to implement the provisions of national legislation and the Convention consistently, and to strengthen the monitoring of the observance of children’s rights. The Government further indicates that the Prosecutor-General’s Office regularly implements special measures to prevent unlawful acts against minors and their involvement in child labour, including hazardous work. According to the Government, to prevent hazardous child labour, enterprises, establishments and organizations of all forms of ownership and organizational and legal forms are monitored and supervised, and if the use of hazardous child labour is detected, they are subject to the sanctions provided for in the Criminal Code. The Committee requests the Government to specify the concrete measures taken or envisaged to protect children under 18 from engaging in hazardous work, including as street vendors or beggars, and to provide support for their rehabilitation and social integration.
