The Committee notes the observations of the Trade Unions Federation of Workers of Maritime Transport (FPRMT), communicated with the Government’s report.
Article I of the Convention. General questions on application. Implementing measures. The Committee notes that the Government refers to the adoption of a number of laws and regulations implementing some aspects of the Convention. The Committee however observes that limited progress has been made by the Government regarding several other issues of compliance previously raised in relation to the application of the Convention, including the 2014, 2016 and 2018 amendments to its Code. The Committee accordingly requests the Government to adopt the necessary measures without delay to fully implement the provisions of the Convention. It further requests the Government to provide information on any developments in this regard and to transmit a copy of any relevant texts adopted.
Article III. Fundamental Rights and Principles. In relation to the fundamental right to freedom of association and the effective recognition of the right to collective bargaining, the Committee notes the observations of the International Transport Workers’ Federation (ITF) and its affiliate unions, regarding the application of the Freedom of Association and Protection of the Right to Organise Convention, 1948 (No. 87), received on 1 September 2025. The ITF alleges that as a result of the declaration of the ITF as an “undesirable organization”, on 5 September 2023, by the Office of the Russian Federation Prosecutor General, Russian seafarers may not be able to accept help from ITF or its affiliates for fear of reprisals, including criminal sanctions, with extremely harsh penalties, including imprisonment. In this regard, the Committee urges the Government to provide its reply in respect of ITF’s observations and draws the Government’s attention to its comments under Convention No.  87.
The Committee is raising other matters in a request addressed directly to the Government.
