Equal Remuneration Convention, 1951 (No. 100) - Chad (Ratification: 1966)

Legislation. The Committee notes the Government’s statement that the acceleration of the process of the revision and adoption of the Labour Code and the Social Security Code, as set out in the Triennial Social Pact between the Government and the unions (in October 2021) represents considerable progress. However, it notes that the Labour Code has been in the process of revision since 2013 and that, at a press conference on 6 February 2024, the representative organizations of workers denounced the delay in the implementation of the measures agreed in the Triennial Social Pact. The Committee requests the Government to: (i) provide a copy of the Triennial Social Pact 2021–23 between the Government and the unions; and (ii) indicate the measures adopted or envisaged to give effect to the Pact. It once again expresses the hope that the draft new Labour Code will soon be adopted and that, like the current Labour Code, it will give effect to the Convention.
The Committee notes that the Government’s report does not provide information on the many matters raised in its previous comment. It is therefore bound to reiterate its previous comments and hopes that the next report will provide full information on the matters raised below.
Article 2 of the Convention. Collective agreements. Cooperation with employers’ and workers’ organizations. The Committee requests the Government to take the necessary measures to raise the awareness of the social partners regarding the principle of equal remuneration for men and women for work of equal value in order to encourage them to include a clause to this effect in the general collective agreement. In view of the absence of information on this subject, the Committee once again requests the Government to indicate whether, in accordance with section 379 of the Labour Code, there are plans to revise the general collective agreement on wages and occupational classifications, and once again requests it to provide a copy of the appendices to the agreement establishing occupational classifications for each sector.
Enforcement. Labour inspection. Recalling the important role of labour inspectors in ensuring the application of the principle of equal remuneration for men and women for work of equal value, the Committee requests the Government to take the necessary measures to be able to identify cases of wage discrimination and inequalities in the remuneration of men and women workers and to provide advice on the most effective means of bringing an end to such practices. It requests the Government to provide information on any activities by the labour inspection services carried out specifically in this field.
Statistics. With reference to its comments on this subject in the direct request addressed to the Government on the application of the Discrimination (Employment and Occupation) Convention, 1958 (No. 111), the Committee requests the Government to take the necessary measures for the collection of information on the employment of men and women, disaggregated by sex, economic sector and occupation, including in the public sector, and on their respective earnings, and it requests the Government to provide the available data.
