Forced Labour Convention, 1930 (No. 29) - Isle of Man

Articles 1(1), 2(1) and 25 of the Convention. Action to prevent trafficking in persons. The Committee notes that the Organised and International Crime Act 2010 contains provisions that criminalize trafficking in persons for both labour and sexual exploitation and establish the penalties applicable to perpetrators (sections 4-5). It also notes from the official Isle of Man Government Website that the Policing Plan 2023-24 which determines the objectives and strategic priorities of the Isle of Man Constabulary, identifies “Tackling exploitation of vulnerable people” as a key priority. One of the objectives is to continue to analyse data to ensure there is a comprehensive understanding of the issues connected to the exploitation of children and vulnerable adults, including from partner agencies outside the Constabulary. Furthermore, the Committee notes that, following recent investigations into organised immigration crime, the Government is also working on the extension of the UK Modern Slavery Act to the Isle of Man, and undertaking a review of the Immigration Worker (Seasonal) Migrant Route (Government news release of 21 December 2023 intitled “Government seeks to tighten Port Security”).
The Committee requests the Government to provide information on the measures taken to prevent the occurrence of cases of forced labour, including trafficking in persons; and the measures to ensure the protection of victims, as well as the proper identification and prosecution of such cases.
