Serious failure to submit. The Committee once again notes with deep concern that for more than ten years the Government has provided no response to its comments. It recalls once more that the constitutional obligation of submission is of the highest importance and is a fundamental element of the standards system of the ILO. The Committee therefore once again expresses the firm hope, as did the Conference Committee in 2017, 2018, 2019, 2021, 2022, 2023, 2024 and 2025 that the Government will comply with its obligation to submit adopted Conventions, Recommendations and Protocols to the competent authority. It urges the Government to provide information without further delay on the submission to the National Legislature of the 28 instruments adopted by the Conference at its 77th, 82nd, 88th, 89th, 90th, 92nd, 95th, 96th, 99th, 100th, 101st, 103rd, 104th, 106th, 108th and 111th Sessions.
The Committee once again recalls that the Government may request the technical assistance of the Office, if it so wishes, to assist it in achieving compliance with its obligations under article 19 of the Constitution with respect to the submission to the competent authorities of the instruments adopted by the Conference.
