Article 2(2)(a) of the Convention. Services exacted under compulsory military service laws. The Committee takes due note of the Law on Compulsory Military Service of 2006 and its Sub-decree No. 200 of 2009, communicated by the Government, which do not raise any issues regarding the application of the Convention.
Article (2)(2)(c). Compulsory labour exacted in drug rehabilitation centres. In its previous comments, the Committee requested the Government to continue to ensure that drug users placed in drug rehabilitation centres against their will by administrative authorities are not compelled to work. The Committee takes due note of the copies of the requested Prakas relating to drug rehabilitation centres provided by the Government.
It notes that, in its concluding observations of 27 March 2023, the United Nations Committee on Economic, Social and Cultural Rights expressed concern at reports of the high rate of detention of persons who use drugs, including in drug rehabilitation centres (E/C.12/KHM/CO/2). The Committee reiterates its requests to the Government to provide information on the number of persons in drug rehabilitation centres, specifying the number of persons who have been placed in such centres against their will by administrative authorities or following a court order. In addition, it requests the Government to indicate the relevant provisions governing the conditions of detentions of persons involuntary placed in drug rehabilitation centres.
