Tripartite Consultation (International Labour Standards) Convention, 1976 (No. 144) - Sierra Leone (Ratification: 1985)

Articles 2, 5 and 6 of the Convention. Effective tripartite consultations. Annual reports of tripartite consultation bodies. The Committee notes that the Government’s report does not provide any of the information requested in its previous comment. However, the Committee notes the information in the report prepared by the Danish Trade Union Development Agency (DTUDA) entitled “Labour Market Profile – Sierra Leone – 2023–24”. This report was prepared in collaboration with the Sierra Leone Labour Congress (SLLC) and in accordance with the Decent Work Agenda and the work-related Sustainable Development Goals. The DTUDA confirms that the legislation contains flaws, but that consultations have taken place in practice. In recent years, a central issue addressed in the social dialogue concerns wage bill reform measures. Currently, the establishment of a wages and salaries commission to tackle disparities among the various public sector payroll categories appears to be a priority. The Committee hopes that the Government will provide detailed information in its next report on the frequency, content and outcome of tripartite consultations held on all matters relating to international labour standards covered by the Convention: the questionnaires concerning items on the agenda of the Conference (Article 5(1)(a)); the submission of instruments adopted by the Conference to the competent authorities (Article 5(1)(b)); the re-examination at appropriate intervals of unratified Conventions and of Recommendations to which effect has not yet been given (Article 5(1)(c)); and reports to be presented on the application of ratified Conventions (Article 5(1)(d)). Finally, the Committee requests the Government to provide copies of the reports of the meetings of the Joint Consultative Committee, in accordance with Article 6 of the Convention.
