Articles 2 and 4 of the Convention. Seafarers’ identity documents. In reply to its previous comment, the Committee notes the Government’s indication that it will provide a specimen of the current version of seafarers’ identity card once it is available. The Committee further notes that the Government does not provide information on the adoption of ministerial regulations pursuant to section 152(v) of the Shipping Act concerning, among other things, the circumstances, manner, and form in which seafarers’ identity cards are issued, recorded, and managed. Noting the lack of progress in this regard, the Committee urges the Government to adopt without delay the necessary measures to issue SIDs in conformity with the Convention and to transmit a specimen of the SID once it is available.
Articles 5 and 6. Readmission to a territory and right to enter a territory. Referring to its previous comment, the Committee notes the Government’s indication that it is progressing towards ratifying the Maritime Labour Convention, 2006, as amended (MLC, 2006). The Government further states that, following ratification, it will consider updating its laws to align with Articles 5 and 6. In this regard, the Committee recalls that the Convention has not been consolidated in the text of MLC, 2006, but is instead revised by the Seafarers' Identity Documents Convention (Revised), 2003, as amended (No. 185). While welcoming the Government’s steps towards ratifying the MLC, 2006, the Committee requests the Government to adopt the necessary measures to ensure compliance with articles 5 and 6 of the Convention.
